About this file
This Single Source Justification document details a software license renewal for Stress Check software at Hill Air Force Base. The procurement involves 16 software maintenance licenses across various analysis capabilities, including Core & 64-bit Solver, Linear Elasticity Analysis, Nonlinear Analysis, Fracture Mechanics Analysis, Cold Working Analysis, and MeshSim-Advanced Automesher. The total estimated contract cost is $27,412.00, with the contract to be awarded by the LTAD Contracting Branch, AFLCMC/WNDT. The justification for sole-source procurement stems from ESRD being the exclusive manufacturer and distributor of the software, and the current software being the only one approved for use on the Hill AFB enclave. The document notes that alternative software implementation would cost approximately $60,000 and require significant infrastructure changes, making the current license renewal more cost-effective.

Section C: Justification for Soliciting from a Single Source or Brand Name
Market research has identified other comparable software used in the industry; However, the software is currently not approved for use on the Hill AFB enclave. Stress Check is the only current software CSRD approved for use on the Hill AFB enclave and is compatible with the communications infrastructure with capability to meet Government needs.
ESRD provided a letter in 2018 confirming that the Stress Check software is manufactured, sold, and distributed exclusively by ESRD. There are no agents, dealers, or value added resellers authorized to represent this software. If the Government were to pursue a different software, it would require the Government to alter the current communications infrastructure. In addition, the Government would be burdened with the cost of initial implementation of new software.
The cost of purchasing and implementing a comparable software, if approved by the communications squadron, would be approximately $60,000.00. Renewing the current Stress Check Licenses represents a significant duplication cost savings over pursuing and approving a new comparable software.
Section D: Efforts to Obtain Competition
The software is not available to be purchased on NETCENTS-2 or GSA's published pricing lists. ESRD provided a letter confirming that StressCheck software is manufactured, sold, and distributed exclusively by ESRD. There are no agents, dealers, or value added resellers authorized to represent this software. Additional market research was conducted to determine if there was an alternative software compatible and compliant with the Hill AFB enclave; However, there are currently no other approved sources. After exhausting all efforts to obtain competition, ESRD is the only source capable of fulfilling this requirement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future the Government will continue to conduct market research and post RFI's to solicit interested parties. In the future, the Government will determine whether the current software is still the only product that can fulfill our needs. As the computer infrastructure ages, the Government will monitor our system capabilities and ensure that the current software has not reached obsolescence. If and when it becomes financially advantageous to replace our infrastructure, the Government will consider broadening the list of potential products and vendors.
