IDIQ: Streamflow Measurement and Weather Station Maintenance Sacramento District

U.S. Army Corps of Engineers March 2022

Performance Work Statement

1 Overview

This contract is for the performance of discharge measurements, rating-curve development, general maintenance and repair, and quality-controlled record work-up for streamflow and weather stations located throughout CA and contained within the U.S. Army Corps of Engineers (USACE) Sacramento District (SPK). Streamflow stations are in the northern and southern central valley and the foothills and mountains of the Sierra Nevada and northern Coastal Ranges. Discharge measurements need to be taken from a variety of cross-sections, including, bridges, cableways, or wading-based approaches and may be required during periods of high flow. Stream stage measurements are made using a range of automated sensors and station set-ups. General maintenance, repairs, and upkeep is required for both streamflow and weather stations. Weather stations are located throughout the northern and southern central valley, as well as the Sierra Nevada and northern Coastal Ranges, including high-elevation remote locations only accessible via helicopter or pack animal travel. The weather stations range in complexity with regards to meteorological observations. Weather stations in mountainous locations and foothills record air temperature, precipitation, and/or snow depth and snow water equivalent. Weather stations located at USACE-owned reservoirs measure air temperature, barometric pressure, incoming/outgoing radiation, precipitation, relative humidity, and wind-speed and wind-direction. Data telemetry is performed using line of sight radio communications (IP and VHF) and satellite telemetry (GOES). A quality-controlled/peer-reviewed annual record workup for all parameters at all stations is required. A complete list of stations, including metadata, is provided in Appendix A.

The streamflow measurements, station maintenance, record work-up, and station rebuilds will be issued by separate task orders. Recurring services, such as discharge measurements and station maintenance may be divided into optional task periods that cover a 5-year service period. Record workups must be delivered within 1 year of the transition between water years (i.e., Sep 30 to Oct 1). For example, water year 2022 ended on September 30, 2022, therefore the station analysis and time series work-up for all stations for the 2022 water year would be due Sep 30, 2023. Major station repairs, relocation of stations, or development of new measurement sites will be awarded under separate task orders or as optional tasks.

Emergency repairs, of a predetermined not-to-exceed amount, may be exercised as needed at the discretion of the Contracting Officer. Water Management projects awarding ~$9.8M between recurring services and major station rebuilds/improvements.

2 Required Knowledge The Contractor shall have expert knowledge regarding streamflow gauging techniques, discharge measurements, and rating-curve development. This includes knowledge of how-to set-up/service stage-recording sensors and the use of datums to reference stage-recording devices to arbitrary or existing vertical datums (National Geodetic Vertical Datum of 1929 or the North American Vertical Datum of 1988). Engineering-grade surveys of staff plates may be required to ensure datum stability. That Contractor shall also demonstrate existing knowledge and experience installing, configuring, and troubleshooting: (1) data collection platforms, (2) environmental sensors using SDI-12, 4-20mA, RS-232, and RS-485 communication protocols, (3) satellite and radio telemetry systems, and (4) TCP/IP network devices.

The contractor shall have advanced knowledge and experience operating hydrometeorological sensors, as well as specific knowledge and experience building gage sites and surveying and installing staff gages.

This requirement applies to climate, lake, and streamflow stations.

The Contractor and essential employees must be able to meet eligibility requirements for necessary access to the secure Army Corps facilities, such as dams, and to the secure intra-network. Requirements may include a background investigation and continuing Information Assurance education.

3 Description of Work and Services This section provides a basic description of the work, exact quantities and intervals will be covered in subsequent task orders.

3.1 Stream flow Measurement

Stream flow measurements will be performed monthly and as requested by Water Management to verify high flows. All flow measurements must be performed in accordance with US Geologic Survey standards and in a manner that is safe for personnel, property, and equipment.

3.2 Periodic Maintenance of Station

Periodic maintenance is done to verify that equipment is working properly, structures are sound, and to maintain vegetation and pests. Maintenance work at any given time may involve minor work to patch holes, freshen paint, replace broken equipment, update software or sensors, and physical control of vegetation growth around the station.

A station write-up/repair log shall be maintained at each station.

Callouts may be required for non-regular maintenance.

3.3 Calibration

Calibration of sensors will be the responsibility of the Water Management Section. However, if calibration is done by the Vendor, it should be performed using references instruments documented traceable to National Institutes of Standards and Technology.

3.4 Record Work-up

Each water year the data for a site needs to be downloaded, reviewed, and compared to notes from the station write-up. Any aberrations or erroneous data that could not be properly fixed for real-time operations should be corrected if possible, and thoroughly documented if not. Calibration records from section 3.3, if they exist, should be included in the record workup. Record workups shall be reviewed by a professional hydrologist.

3.5 Quarterly Meetings

The Contractor shall meet with the Technical Point of Contact once per quarter. The first quarterly meeting shall be held within 7 days of the issuance of the first task order for stream flow and regular maintenance. These meetings are where various system issues and scheduling will be discussed.

3.6 Major Station Repair, Rebuilding, and Relocation

The climate and streamflow stations can fail due to aging, human accidents, or environmental disasters.

Impacts can range from full station failure to failure of station subcomponents. Work could include but is not limited to full station rebuilds, relocations, replacement of failed sensors or telemetry equipment, sensor upgrades, and replacement of subcomponents such as conduit, stand-offs, Nema enclosures, etc.

3.7 Staff Gage Installs

Most corps Lakes maintain a physical staff gage, usually in 10 ft sections, to verify the automated equipment. Due to wear and tear and possible damage these must be periodically resurveyed and replaced. These may be installed in the NGVD29 or NAVD88 datum, or both.

3.8 Sensors Used

Water Management uses a verity of sensors to measure climate and lake and river levels. Below is a list of commonly measured parameters.

Stream Flow/Stage/Pool Elevation Bubblers

Shaft Encoders inside of a stilling well

Acoustic Velocity Meters

Radar Sensors

Laser

Climate/Weather Air Temp – Usually a Platinum Thermistor based sensor.

Humidity – may be combined with the temperature probe

Solar Radiation – pyranometer

Wind Speed and Direction – currently we use an acoustic device

Barometric Pressure

Soil Moisture

Precipitation Tipping Bucket

Catch Tube – using float and shaft encoder

Snow Depth – Laser based sensor

Snow Water Equivalent – snow pillow attached to a stand-pipe with shaft encoder

4 Government Furnished Equipment The equipment listed in section 3.8 and Data Collection Platforms and Telecommunications equipment will be provided and owned by the government. The equipment supporting those devices, such as wire, nuts, bolts, and conduit will be provided by the contractor.

5 Common Information Water Year: The Water Year shall be defined as 01Oct @0001 (Pacific Local Time) to 30Sep @2400 the following year.

Documentation: Reports specified as being delivered in PDF/A format shall use the PDF/A Type 1a profile and all text should be searchable. All documentation, photographs, and data provided under this contract shall be OWNED by the Corps.

Other reports, such a maintenance information, like station write-ups, should be provided in plain text, except for graphics, in a format that is machine as well as human readable if possible.

Email: Communications about data, configuration, or anything specified as to be sent to the contacts listed in this section shall be sent to the COR and data group shared email at:

wcdmgr@spk-wc.usace.army.mil

Communications to the Contracting Officer Representatives should be sent to:
