1. Introduction
1.1. Summary
Ontario International Airport (ONT) has undergone a remarkable transformation in the decade since local control was restored. What was once a regional, primarily domestic medium-hub airport has evolved into a dynamic international gateway, one defined by rapid growth, strategic investment, and a renewed commitment to delivering an exceptional passenger experience. ONT has modernized its terminals, improvements in infrastructure, strengthened airline partnerships, expanded global routes and invested in products, services and amenities that reflect the Inland Empire’s momentum and Southern California’s unique culture.
Through this evolution, ONT’s Communications & Marketing efforts have played a pivotal role in elevating the airport’s reputation and expanding its presence across all levels of the marketing funnel. From building baseline awareness to securing a meaningful place in the consideration set, ONT has steadily increased passenger preference and engagement. Today, the airport is on the cusp of achieving true audience loyalty, a milestone that positions ONT as not only a convenient and easy experience but also posits the So Cal competitor set as the alternative to using ONT.
With this RFP, ONT seeks a bold, innovative Agency of Record to help propel the brand’s next chapter. The airport is ready to accelerate its trajectory, deepen customer affinity, and further strengthen its standing as a leader in airport marketing, brand experience, and industry partnership. The selected agency will join ONT at a moment of momentum, charged with pushing creative boundaries, amplifying ONT’s voice, and shaping the brand’s continued ascent on the regional, national, and global stage.

Request For Proposal #2026-RFP-075 - Strategic Advertising and Creative Agency of Record 2
1.2. Background
Since the transfer to local control, Ontario International Airport (ONT) has undergone an extraordinary brand transformation, one grounded in data-driven insights, intentional storytelling and strategic advertising that reintroduced ONT to Southern California (and the
World) in a bold new light. By listening closely to passengers, understanding regional sentiment and embracing a distinct “So Cal. So Easy.” identity, ONT reclaimed its rightful place in the market and reshaped perceptions of what a convenient, modern, customer-centered airport experience can be.
This transformation did not happen by chance. It was powered by strong, collaborative agency partnerships and disciplined, future-focused decision-making that elevated ONT to award-winning recognition and generated visible, measurable momentum across the region. The brand’s evolution has sparked pride within the Inland Empire, drawn the attention of the broader aviation industry, and created a genuine emotional connection with the communities we serve.
Now, ONT stands at a defining moment. We have set the stage with a powerful brand foundation, one that has proven its impact and earned the trust of millions. What comes next is our next great act: evolving the brand into its most daring, creative, and influential expression yet. We are seeking a visionary partner who sees the potential ahead, who is energized by transformation, and who is ready to help bring the next chapter of ONT’s story to life. Together, we have the opportunity to shape not just campaigns, but a movement, one that propels ONT further onto the regional, national and international stage.
