Anticipated Number of Awards: 1 or 2

Deadline for Applications: August 28, 2023

Anticipated Program Start Date: October 1, 2023

Program Performance Period: October 2023 – September 2024

PROGRAM DESCRIPTION

The U.S. Embassy to Angola and Sao Tome e Principe in Luanda is pleased to announce the availability of an open competition funding opportunity to carry out a project to promote and model democratic ideals and values to the large Sao

Tome e Principe (STP) youth population, leading them to become more involved in local communities and become catalysts for positive change and promotion of mutual respect. The project also seeks to foster greater participation in government and civil society by women, leading to greater gender balance in future leadership roles. This project should complement and build upon prior and ongoing work in these areas by international organizations, or non-governmental organizations (NGOs), but ideally would seek to meet challenges not currently being addressed by other projects.

STP leaders have cited a need for trainings on values and democratic principles in order to increase the skill set of potential future leaders. This project seeks to create a program that uses dialogues, sports, and civic activities aimed at STP’s large youth population as a mechanism for encouraging values such as: respecting others, valuing education, fundamental democratic principles, and advocating for increased inclusion of women in government leadership roles and democratic processes.

In July 2022 STP’s National Assembly unanimously passed the Political Parity Law which provides for a minimum of 40% of seats in elected bodies and cabinet positions be reserved for women, but women elected to leadership positions in

2022 legislative elections fell considerably short of this goal. The project seeks to work with women leaders in government and civil society to develop advocacy programs and an outreach and education campaign fostering greater involvement of women in government roles and democratic processes.

OBJECTIVES

Objective 1: Develop and conduct a program for youth that incorporates sports activities with training on civic values, democratic principles, and mutual respect.

The program should leverage the popularity of sports such as soccer, basketball, and running as a platform to promote values such as inclusion, respect and community pride, leading to societal change. The project should seek to collaborate with the Ministry of Youth and Sports and civil society to complement and build on existing programs as appropriate.

Objective 2: Create and implement a program that examines women’s role in STP society and governance, empowering women to transcend stereotypes leading to more active participation in societal decision-making processes. The program could seek to pair women leaders in government and civil society with young women in universities and communities, mentoring them and demonstrating by example the essential role of women involvement in democratic society and governance. The project should collaborate with the Ministry of Women and civil society to complement and build on existing programs as appropriate.

Objective 3: Develop and implement a program which will introduce youth to democratic principles through programs such as a Youth National Assembly, connecting youth from across the islands to the National Assembly, learning how policy is created and implemented in a democracy. This will serve to increase the transparency of government processes to a youth population that often sees themselves as being left out of the process. Activities and dialogues will seek to give youth skills and ideas they can begin applying to lead in their schools and communities, preparing them for greater leadership roles in the future. The project should collaborate with the National Assembly and related civil society to complement and build on existing programs as appropriate.

ANTICIPATED OUTCOMES

The project should seek to support STP’s youth to take a more active role in improving their communities, giving them skills grounded in democratic principles, and preparing them to take on greater leadership roles in the future.

Additionally, the project should seek to inspire STP women, by promoting examples of strong women leaders in government and civil society, empowering them to seek more active leadership roles in the future. Competitive proposals should list the anticipated outcomes of proposed activities along with a strategy to quantify and measure outcomes.

DIVERSITY AND INCLUSION

Successful proposals will infuse diversity and inclusion provisions and strategies into proposed projects, seeking to include the widest possible participation among historically marginalized sectors of society. Projects should seek to include participants from a wide geographic distribution across the islands, involving program participants from diverse social, religious, and socioeconomic backgrounds.

PERFORMANCE INDICATORS AND MONITORING

Proposals must include a list of projected performance indicators and a monitoring plan. Competitive proposals will forecast which metrics will be collected to illustrate program performance and diversity such as: expected number of participants for each event, along with data showing sex, age, and rural/urban breakdown of participants. The proposal should include other measures for estimating performance such as post-project surveys.

Transparency Act (FFATA), for all Federal awards. All organizations applying for grants (except individuals) must obtain this registration. Registration is free of charge. Note: As of April 2022, a DUNS number is no longer required for federal assistance applications.

The 2 CFR 200 requires that sub-grantees obtain a UEI number. Please note the

UEI for sub-grantees is not required at the time of application but will be required before the award is processed and/or directed to a sub-grantee.

Note: The process of obtaining or renewing a SAM.gov registration may take anywhere from 4-8 weeks. Please begin your registration as early as possible.

Organizations based in the United States or that pay employees within the

United States will need an Employer Identification Number (EIN) from the Internal

Revenue Service (IRS) and a UEI number prior to registering in SAM.gov. Please note that as of February 2023, organizations based in the United States that do not intend to apply for U.S. Department of Defense (DoD) awards are no longer required to have a Commercial and Government Entity (CAGE) code to apply for non-DoD foreign assistance funding opportunities.

If an applicant organization is mid-registration and wishes to remove an NCAGE code from their SAM.gov registration, the applicant should submit a help desk ticket (“incident”) with the Federal Service Desk (FSD) online at www.fsd.gov using the following language: “I do not intend to seek financial assistance from the Department of Defense. I do not wish to obtain a CAGE code. I understand that I will need to submit my registration after this incident is resolved in order to have my registration activated.”

Organizations based outside of the United States and that do not pay employees within the United States do not need an EIN from the IRS, but do need a UEI number prior to registering in SAM.gov. Please note that as of December 2022, organizations based outside of the United States that do not intend to apply for

U.S. Department of Defense (DoD) awards are no longer required to have a NATO

CAGE (NCAGE) code to apply for non-DoD foreign assistance funding opportunities.
