About this file
This is a technical drawing package for an environmental stormwater filter project at the Portland Air National Guard Base in Oregon, dated July 1, 2025. The project involves the installation of a stormwater filtration system within a concrete retention pond pipe approximately 5 feet in diameter, designed to mitigate non-compliance with the PANG 1200-Z permit as approved by Oregon DEQ. The work includes placing filter media wrapped in fabric (10 feet long) within filter fabric (16 feet long), securing the assembly with zip ties and C-clamps to geo-grid fencing, and installing 6-inch filter socks stacked 2 high along the 10-foot length of the pipe, plus a 12-inch filter sock placed horizontally at the pipe opening.
The project operates under specific constraints including government-provided materials with contractor-supplied labor, tools, and equipment, mandatory government escort requirements for work in the restricted area, 72-hour advance approval for work schedules, and coordination with 142 SFS/Resource Protection Office for base access. The contractor must be certified for confined space work, submit a confined space plan, follow OSHA 10 guidelines, provide dewatering equipment and labor, and supply sanitary facilities. The project location is subject to random shutdowns due to area activities, requiring contractors to account for potential downtime, and dewatering is required as part of the scope with no alternate designs being considered.
