About this file

Storage Tank Annual Visual Inspection Checklist

This attachment outlines the inspection checklist required by Sarasota County, Florida for petroleum storage tank testing and inspection services. The checklist establishes four primary inspection items that contractors must complete annually: visual inspection of tank and system surfaces, spill buckets, sumps, piping, and secondary containment for corrosion or damage; verification of FDEP-required tank labeling, identification painting, and hazardous signage; inspection of dispensers, hoses, and associated equipment for damage or end-of-service-life conditions; and assessment of tank anchoring and grounding systems. All inspections must be documented with photographic evidence in JPG format and detailed written descriptions of the extent of any identified deficiencies or recommended improvements. The checklist requires contractors to indicate whether attention is needed for each item and specify recommended corrective actions. This inspection protocol supports the County's three-year petroleum storage tank testing and inspection contract, which covers approximately 152 storage tanks ranging from 50 to 30,000 gallons across multiple County facilities. Services must comply with Florida Administrative Code 62-761, with completed reports due within two weeks of service completion.

Contractors responding to this solicitation must maintain active Certified Pollutant Storage Systems Contractor certification and provide minimum of two commercial, industrial, or governmental references from the past seven years, with at least one from a governmental entity. Quote submissions are due March 26, 2026, with a maximum budget cap of $150,000.00 per project or contract year plus a 10 percent contingency allowance. The anticipated initial contract term is three years. Required insurance includes Workers' Compensation ($500,000.00 per accident/per disease/per employee), Commercial General Liability ($1,000,000.00 each occurrence/$2,000,000.00 aggregate), Business Automobile Liability ($1,000,000.00 combined single limit), and Pollution Liability ($1,000,000.00 per claim/occurrence). The County will not apply local or American business preferences due to grant funding requirements. All work is warranted for one year from County acceptance or the standard warranty period provided by the contractor or materials manufacturer, whichever is greater. The award will be made to the lowest responsive and responsible offeror.
