About this file
Attachment B is a Storage Tank Annual Visual Inspection Checklist document associated with Sarasota County, Florida's Invitation for Quotes for petroleum storage tank testing and inspection services. The checklist outlines four primary inspection items: visual inspection of tank and system surfaces, spill buckets, sumps, piping, and secondary containment for corrosion or damage; inspection of Florida Department of Environmental Protection (FDEP) required tank labeling, identification painting, and hazardous signage; inspection of dispensers, hoses, and associated tank system equipment for damage or end-of-service-life conditions; and inspection of tank anchoring and grounding systems. All identified issues require photographic documentation in JPG format and detailed descriptions of the extent of damage or deficiencies. The County seeks to procure testing and inspection services for approximately 152 storage tanks ranging from 50 gallons to 30,000 gallons across multiple County facilities, with testing reports required within two weeks of service completion and expedited services available within five calendar days. The anticipated initial contract term is three years, with a quote submission deadline of March 26, 2026.
Contractor quotes must not exceed $150,000.00 per project or per contract year with a contingency allowance of up to 10 percent permitted. All services must comply with Florida Administrative Code 62-761, and successful contractors must maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability, Business Automobile Liability, and Pollution Liability. Qualified contractors must possess a minimum of two verifiable commercial, industrial, or governmental references within the past seven years with at least one from a governmental institution and hold an active Certified Pollutant Storage Systems Contractor certification at the time of bid opening. Sarasota County will not apply local or American business preferences due to grant funding requirements, and no specific set-aside designations for disadvantaged enterprises have been identified. The contract will be awarded to the lowest responsive and responsible offeror, with all work warranted for one year from the date of County acceptance or the standard warranty period provided by the contractor or materials manufacturer, whichever is greater. No incumbent vendors or current contractors are referenced in the solicitation documents.
