Summary of STO-21-8118-P RFP Solicitation for Student Health Care Services
This Request for Proposal (RFP) document issued by the University of Wisconsin-Stout, through the University of Wisconsin System Purchasing Services Department, solicits proposals from external health care providers to deliver comprehensive medical health care services to the institution's approximately 8,400 students. The University seeks to transition from an internally managed health services model to a contracted external provider, effective January 2022. The solicitation was issued on March 24, 2021, with a mandatory on-site visit scheduled for April 16, 2021, and a proposal due date of May 20, 2021. Oral presentations are estimated for the week of late June 2021. The resulting contract will be effective upon execution and run through June 30, 2024, with two optional one-year renewal periods extending through 2026. Proposers must submit comprehensive technical responses addressing company organization, implementation/integration strategies, enhanced services initiatives, collaboration opportunities, patient care delivery, information technology capabilities, and website functionality. The contractor must assume responsibility for all staffing, equipment maintenance, network and telecommunications infrastructure, and supply inventory management, while the University provides facility utilities, custodial services, and security.
Pricing for this contract consists of three components: fixed annual costs per full-time equivalent student (estimated 5,210 students for 2021-2022), transactional costs billed to students and insurance carriers on an as-needed basis, and other miscellaneous costs. All prices must remain firm for the initial contract term, with any future increases limited to documented cost increases and capped by the Consumer Price Index. The contractor must maintain comprehensive insurance coverage including worker's compensation, commercial general liability of $1,000,000 per occurrence, automobile liability of $1,000,000 combined single limit, and professional liability (malpractice) of $3,000,000. Mandatory compliance requirements include adherence to the UW System Board of Regents Basic Health Module, American College Health Association standards, HIPAA, HITECH, OSHA, and The Joint Commission accreditation standards. Proposals will be evaluated on 1,500 total points: 1,125 technical points and 375 cost points. Evaluation criteria emphasize campus cultural integration, collaboration with university departments, expanded services and initiatives, and patient access and satisfaction. The University reserves the right to award to the highest-scoring proposer, reject all proposals, or negotiate best and final offers at its sole discretion.

GENERAL INFORMATION
Purpose The University of Wisconsin-Shared Services, through its Purchasing Services Department, hereinafter referred to as "Purchasing," on behalf of University of Wisconsin-Stout hereinafter referred to as "University" requests proposals for the delivery of health care services, specifically college age health care to the approximate 8,400 University students, pre Covid-19, on the University owned space that is currently being used by the University to provide health care services.
Scope It is the University’s intent to receive and evaluate proposals from external health providers to contract for the University's medical health care services. Proposals received should be at a minimum, to continue the same level of care currently being provided (See Attachment O). Transition from current model of health services delivery to awarded contractor needs to occur by January 2022.
Benefits of such a contractual relationship on the part of the University include the reduction of student fees; expansion of services; modernization of equipment; utilization of an Electronic Medical Record system; an affordable college student health service program. expanded insurance billing system and increased utilization of the University's health services. Maintaining a student-focused healthcare system, on campus, in its broadest sense will be a key objective of any contract for services.
The University has been providing medical care/health services to University students on campus since 1920. This health care program has been managed internally by UW Stout and the UW System. The University seeks industry expertise in how to convey the conversion and expansion of these services, technologies, equipment, facility, and staff, with a University partner. The University has expectations for the contractual partnership to benefit UW-Stout and offer a more enhanced overall health care program.
See Requirements and Specifications (Section 4) and/or Cost Proposal Form (Attachment C) for the minimum acceptable specifications for items/services desired. The estimated item quantities identified on the Cost Proposal Form are for proposal purposes only. The University does not guarantee to purchase any specific quantity or dollar amount. This contract must not be construed as mandatory upon any University campus, State agency or municipality. The University reserves the right to issue separate proposals when deemed in the best interest of the University.
The University reserves the right to negotiate with any contracted vendor(s) to establish additional discounts and/or lower prices for products determined to meet the requirements of a University-led initiative to set product standards. Contractor vendor(s) may be asked to provide new, lower prices for these standard products and configurations for a limited, fixed term, to fall within the term of the contract resulting from this Request for Bid/Request for Proposal.
All University of Wisconsin departments must be eligible to purchase from this contract.
