Questions from Offerors received by April 5 th

RE: Embassy Bangkok S0TH200-17-Q-0004

Packing and Crating Service

March 1, 2017

Question 1: Can we specific the minimum charge for service of Freight handling sea freight import and airfreight import at 200lbs minimum? This will allow us to offer best competitive unit rate per pound for the benefit of the US Embassy.

Answer: Minimum weights are now included. See Amendment 003 to solicitation (4), SECTION 1 – The Schedule, Item 3.E., MINIMUM WEIGHT CHARGES.

Question 2: Vehicle handling: Is transportation of the vehicle from port to designated address and from the residence to our warehouse for export limited to transport by the Towing truck only, no self-driving is allow as same as we are doing now per GSO current instruction?

Answer: No self-drive is allowed. See Amendment 003 to solicitation (3), SECTION 1 – The

Schedule, Item 3.D VEHICLE HANDLING.

Question 3: Container: Is a single unit mean 20' standard size container? Please note that the weight and volume of goods can contain in 40' standard size container is double of 20' size container, thus the handling and transportation cost is different. What size of the container should we base on to quote on this bid?

Answer: A container may be 20’ or 40’ standard size. See Amendment 003 to solicitation (2), SECTION 1 – The Schedule, Item 3.B UNITS OF MEASURE.

The price sheets now account for 20’ and 40’ containers, and provide a separate line item to specify the difference in price between the two sizes. See Amendment 003 to solicitation (5-9) –

Items 4. BASE PERIOD PRICES, 4.A. FIRST OPTION YEAR PRICES, 4.B. SECOND

OPTION YEAR PRICES, 4.C. THIRD OPTION YEAR PRICES, and 4.D. FOURTH OPTION

YEAR PRICES.

Question 4: WEIGHT - “The Tare weight shall not exceed 45% of the net weight of articles packed.” – Won’t the tare weight most likely exceed 45% of the articles’ net weight in every case? 20’ Tare weight is 2,300 kg.

Answer: Tare weight does not include the shipping container. See Amendment 003 to solicitation (10), ATTACHMENT 1, Item 2 DEFINITIONS, page 27.

Question 5: RECORD KEEPING REQUIREMENTS

“Inventory List shall show the number and contents of each carton, listed by the correct name in

English AND THAI LANGUAGE” – Is it mandatory to list in Thai should a clear and comprehensive listing be made in English?

Answer: Only English is required. See Amendment 003 to solicitation (11), ATTACHMENT

1, Item 11 RECORD KEEPING REQUIREMENTS, Inventory Lists, second paragraph, page 31.

Question 6: COMPUTATION OF WEIGHTS

“Contractor shall designate and the COR shall approve a scale to be used for determination of the shipment weights”. – Will a cubic feet (volume) to lbs (weight) conversion based on 6.5 density factor be acceptable as the weight calculation/scale (assuming the contractor provides supporting images of the loaded container and measurement of distance from bulkhead to container doors)?

Or is there any preferred scale/method to determine weights?

Answer: No, an estimated calculation from volume to pounds is not acceptable. Weights must actually be weighed with a scale. Please see the solicitation, ATTACHMENT 1, Item 19

COMPUTATION OF WEIGHTS, page 37.

Question 7: “Contractor shall submit to the COR with each invoice a weight certificate” – Can this weight certificate be produced by the Contractor or must this be produced by a 3 rd party?

Answer: This weight certificate will be produced by the Contractor as the solicitation does not require a third party certificate. Please see the solicitation, ATTACHMENT 1, Item 19

COMPUTATION OF WEIGHTS, page 38.

Question 8: Refer to Attachment 2 – Page 41, 3. (e) “Use new cartons for packaging box springs, mattresses, linens, bedding and clothing”. Can used cartons meeting the quality required in section 3. (d) be considered for articles not listed in section 3. (e) to assist in offering more competitive rates?

Answer: The Contractor shall use new cartons for packing all articles. See Amendment 003 to solicitation (12), ATTACHMENT 2, Item 3 WRAPPING AND PACKING, paragraph (e), page

41.

Question 9: Refer to Attachment 2 – Page 45, 10. (a) “the contractor shall pack all the articles into wooden lift vans or modular containers.” – Can articles be loaded onto the Contractor’s vehicle loose and then packed into the wooden lift vans after transported to the work site?

Answer: No, the articles should be placed into the lift van before leaving the work site. See

Amendment 003 to solicitation (13), ATTACHMENT 2, Item 10 PACKING ARTICLES INTO

WOODEN LIFT VANS, paragraph (a), page 45.

Question 10: Workers Compensation Insurance – can we obtain this if/after the contract is secured or must we have this prior to submitting the RFQ?

Answer: Please refer to paragraph Section 3, Solicitation Provisions, A. (6) (d). In addition, offerors are reminded the proposed prices shall include any required insurance as well as direct and indirect costs, overhead, and profit.

Question 11: Are we able to charge storage for vehicles if they are not dispatched within 30 days from Origin or if they stay in our warehouse for longer than 30 days after they arrive in

Bangkok.

Answer: No, the expected period of vehicle storage to be included in the contract at no additional charge will be 45 days. Additional storage fees may be charged after 45 days. See
