MEMORANDUM FOR MICC-Fort Drum
SUBJECT: Brand Name Exact Match Memo for FedBid Buy
1. Air Traffic Control at Hunter and Wright Army Airfield currently employ General Dynamics
URC-200 (V2) radios for backup Air-to-Ground transceivers. For this expansion, it is critical for us to maintain configuration management of the radio transceivers currently being employed at both control towers so we can maintain standardization of not only the test equipment used to test and repair said radios, but the controls and installation functionality used by the ATC personnel when changing frequency channels and bands. Since the radios themselves need to be the same then also the other associated equipment listed such as power amps, speakers, power supplies and remote control units will have to be of the same manufacturer for proper parts stock, replacement and functionality to meet the minimum essential needs of the government. If another brand of radio is required to be utilized it will cause further confusion to Air Traffic
Control operators who have very concertation intensive positions and switching from one functionality to another during stressed operations could cause a safety of flight situation or unsafe condition. All of the radios and peripheral equipment items we are requesting to purchase are already GSA listed with negotiated prices locked in for government purchase.
2. There is no suitable substitute available for these radios, as they are used for Air Traffic
Control.
3. We already have a number of these transceivers in place and are needing additional ones in place to upgrade our capabilities to support mission readiness.
4. For the reasons listed above, Air Traffic Control Branch and Air Traffic Control Maintenance
Branch requests that a brand name purchase of these Transceivers and associated equipment be approved.
5. If there are any questions, please contact Mr Bruce Parker at 912-315-8157].
