About this file
This is a Request for Qualifications (RFQ) issued by the Town of Sterling, Connecticut for engineering and construction oversight services related to a Drinking Water infrastructure project. The Town of Sterling seeks qualified firms to provide design and construction oversight for a new oxidation and filtration treatment system to remove iron and manganese from groundwater sources at the existing well site located at 304 Sterling Road. The project serves approximately 350 residents and the Sterling Community School. The scope of work encompasses design phase activities including initial workshops with the Board of Selectmen, survey work, collaborative design reviews, and detailed engineering design; administrative support including 2CFR Part 200 compliance assistance, permitting support, and funding applications; and construction support including preconstruction conferences, full-time field inspections, commissioning and operator training coordination, and regular construction meetings. Key deliverables include preliminary design reports, 60% and 90% design submittals, final design drawings and specifications, Opinion of Probable Construction Costs, bid documents, permitting assistance, and an Operations and Maintenance manual. The revised project schedule indicates field investigation from October 2026 through January 2027, design from December 2026 through June 2027, construction bids from July 2027 through September 2027, and construction from October 2027 through October 2028. The RFQ was released on September 1, 2026, with a deadline for questions on September 10, 2026, and a submission deadline of September 18, 2026, with selection and notification on September 25, 2026.
Evaluation criteria include experience with DWSRF-funded projects, experience with similar treatment projects, understanding of project scope and approach, technical expertise and qualifications, capacity and key personnel, avoidance of conflicts of interest, and schedule adherence and cost competitiveness. The project will be funded through the Connecticut Drinking Water Emerging Contaminants in Small or Disadvantaged Communities (EC SDC) program and/or the State of Connecticut Drinking Water State Revolving Fund (DW SRF), and any awarded contract will be subject to requirements of Subsections (h), (i), and (o) of Section 22a-482-4 of the RCSA. Bidders unable to meet the desired timeline are encouraged to contact Judy Stumpo at 860-373-6428 to discuss alternative timelines that ensure completion of all project milestones and substantial construction completion. The State of Connecticut will not be a party to this request or any resulting contract.

Scope of Work
1. Project Overview
The Town of Sterling, Connecticut, is looking for qualified engineering and construction oversight firms to provide services for a Drinking Water infrastructure project. This project will be funded through the Connecticut Drinking Water Emerging Contaminants in Small or
Disadvantaged Communities (EC SDC) and/or the State of Connecticut Drinking Water State
Revolving Fund (DW SRF). The objective is to identify qualified firms for design and construction oversight for a new oxidation and filtration treatment system to remove iron and manganese from groundwater sources at the existing well site (304 Sterling Road).
Any contract awarded under this request for proposal is expected to be funded through EC-
SDC and DW SRF and will be subject to requirements of Subsections (h), (i) and (o) of
Section 22a-482-4 of the RCSA. The State of Connecticut will not be a party to this request or any resulting contract.
A Preliminary Engineering Report (PER) stamped September 2025 addresses issues with discolored water, due to elevated iron and manganese levels. A 100gpm oxidation & filtration treatment system was identified as the best alternative weighing in several factors. The population served by the Sterling Water System is approximately 350 residents and the Sterling Community School. Incorporated within the PER is a Proposed Project
Schedule, however, due to delays, please see the separate Revised Proposed Project
Schedule.
