About this file
This is a Call for Bids published by the Town of Steilacoom, Washington, for a Public Safety Building Solar Resiliency Project. The Town seeks qualified contractors to design, procure, and install a solar photovoltaic and battery energy storage system (BESS) microgrid for the Public Safety Building located at 601 Main Street, Steilacoom, Washington. The facility houses the Police Station, Fire Station, and communications infrastructure. The integrated PV, BESS, and existing 125 kilowatt generator system must support the building's current electrical loads during a two-week utility outage in early January, with modifications to the existing generator installation, automatic transfer switch (ATS), associated feeders, and controls to enable whole-building backup operation. The generator shall remain in its existing location. An optional pre-bid walkthrough is scheduled for 1:00 PM Pacific Standard Time on November 4, 2026, with proposals due by 4:00 PM PST on November 20, 2026. Substantial completion is required by June 1, 2027, to meet the Washington State Department of Commerce grant deadline of June 30, 2027.
The project is funded in part by a Washington State Department of Commerce grant, and the contractor must coordinate with the Town to meet all applicable grant requirements, including project documentation, reporting, and completion deadlines. Contract documents are available through the Builders Exchange of Washington (BXWA) at www.bxwa.com, where registered bidders receive automatic notification of addenda. The Town will ensure that disadvantaged business enterprises are afforded full and fair opportunity to submit bids and will not be discriminated against on the grounds of race, color, or national origin in consideration for award, in accordance with Title VI of the Civil Rights Act of 1964. Bidders are encouraged to register with BXWA to receive electronic notification of addenda and avoid missing critical updates.
