OKLAHOMA CITY AIR LOGISTICS COMPLEX (AFMC)
TINKER AIR FORCE BASE OKLAHOMA
TO: AFSC/PZIM
FROM: OC-ALC/OBCA for 76 PMXG
SUBJECT: Single Source Justification for P20-064 Steam Coils and Rotor FPI.
1. 76 PMXG is requesting the purchase of the following four (4) Steam Coils and Rotor FPI to support the need to construct jet engines. The coils are custom made for the enclosure design and construction information is proprietary. This equipment will allow the Fluorescent Penetrant Inspection (FPI) process to be completed on jet engine parts. The drying tunnel is a required step in the FPI process that will allow detection of surface cracks, seams or discontinuities in jet engine parts.
2. This item has been identified as sole source as there is only one manufacturer. The Steam Coils and Rotor FPI are unique to the detection of defects in jet engine parts. The Steam Coils and Rotor FPI required is designed specifically for the existing equipment currently owned by 76 PMXG. Should the items not be procured from the proprietary vendor requested it could lead to additional costs for the Government and

3. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification Systems (NAICS) Code 238220 looking for companies that could provide the Steam Coils and Rotor FPI. A review of small businesses to include 8)a, HUBZone, Service Disable Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide the Steam Coils and Rotor FPI. In review, there is only one source that is able to satisfy this requirement.
4. I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
