Text version

The Gondola railcars had been used at SRS to ship 55-gallon drums of depleted uranium (DU) to a disposal site in Clive Utah between October 2009 through April 2011.

Per DOE O 458.1, the Multi-Agency Radiation Survey and Assessment of Materials and Equipment Manual (MARSAME) is the primary technical reference that was used to develop a survey plan to ensure compliance with the order to release the railcars

What Is MARSAME?

MARSAME was originally published in January 2009 and was a joint effort of four federal agencies: the U.S. Environmental Protection Agency (EPA) referenced as EPA-402-R-09- 001, the U.S. Nuclear Regulatory Commission referenced as NUREG-1675, Supplement 1, the U.S. Department of Defense, and the DOE referenced as DOE/HS-0004. MARSAME supplements the NUREG-1575, Revision 1, Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM), applicable to real property (e.g., building and fixed structures).

MARSAME is a tool intended to aid the clearance of M&E and utilizes a graded approach and emphasizes flexibility in designing and implementing disposition surveys.

MARSAME recommends design of disposition surveys that measure 100% of the M&E (e.g., 100% scan with handheld instruments, in situ gamma spectroscopy, measurement with a box counter) and it reduces the uncertainty in the final decision.

Categorize M&E Impacted or Non-Impacted Visual Inspection, Historical Records Review, Process Knowledge, Preliminary Survey Results

Classification of M&E Class 1 – M&E that have, or had, the following: (1) highest potential for, or known, radionuclide concentration(s) or radioactivity above the action level(s); (2) highest potential for small areas of elevated radionuclide concentration(s) or radioactivity; and (3) insufficient evidence to support reclassification as Class 2 or Class 3. Class 1 surveys require that physical measurements be performed for 100% of the M&E surface areas.

Class 2 – M&E that have, or had, the following: (1) low potential for, or known, radionuclide concentration(s) or radioactivity above the action level(s); and (2) little or no potential for small areas of elevated radionuclide concentration(s) or radioactivity. Class 2 surveys provides information about the M&E to reduce the total area surveyed using the graded approach. The general percent range to be surveyed is between 10 – 100%. The actual amount surveyed is based on the relative shift and should be rounded up to the next 10 percent.

Class 3 – M&E that have, or had, the following: (1) little or no potential for, or known, radionuclide concentration(s) or radioactivity above background; (2) insufficient evidence to support categorization as non-impacted. Class 3 surveys are biased and are determined by the team. Per MARSAME, at minimum, 10% of the M&E surface areas is required to be surveyed.

Design Preliminary survey consists of evaluating 10% of exterior and interior surfaces (259 ft2) For the purpose of this survey, 10% of the 259 ft2 will be surveyed (26 ft2) Includes:

Disc Smears Large Area Wipes (LAW) Alpha & Beta Probe Scan Alpha & Beta One-Minute Static Measurements In-situ Measurement via a High Purity Germanium Detector (HPGe) – Based Radionuclide Identifier

Implement 242 disc smears to evaluate transferable contamination 100% Alpha & Beta Probe Scan to evaluate surface radioactivity

Survey Results Rusted floor location 1: 22k dpm/100 cm2 (T) β/γ ND dpm/100 cm2 (T) α Rusted floor location 2: 75k dpm/100 cm2 (T) β/γ 300 dpm/100 cm2 (T) α

– Per the above results, updated background information and MARSAME, all railcars are now considered to be Class 1 Surveys.
