Statement of Work Compressed Air Testing for NOAA Diving Program Units Objective: To meet the safety requirements set forth in the OSHA 29 CFR, 1910 Subpart T, and the NOAA Diving Regulations, NAO-209, 123 which states that compressed air from all active compressors shall be tested every six (6) months by an approved method. This is a mandatory safety requirement.
Requirements and Purpose: The NOAA Diving Center is in need of a bi-annual air testing program that would provide an analysis of the compressed breathing air from the compressors that are used by various NOAA Diving Units and ships. Currently we have approximately 44 units/ships. Each unit/ship would need to be given a unique customer number. The tests would be done using standards set forth in the NOAA Diving Standards and Safety Manual as well as OSHA guidelines for air purity for divers. NOAA Diving Center requires that the results of the air testing be available within 24 hours of receiving the sample and that they have online report access for units or ships to retrieve from anywhere at any time. Tests on compressors completed by the contractor must be kept for at least 5 years and made available to NOAA Diving Center on request for comparison purposes should an air test fail.
Breathing air for the NOAA Diving Program shall meet the minimum specifications specified in the NOAA Diving Standards and Safety Manual (NDSSM) which are derived from OSHA regulations at 29 CFR 1910.430(b)(3). Stricter standards may be required by the NOAA Diving Control and Safety Board (NDCSB). Minimum specifications to which breathing air will be tested is listed below:

In addition to the above parameters, 14 shipboard units will also require moisture testing as part of every test. The moisture content will be reported as dew point in degrees Fahrenheit at one (1) atmosphere of pressure. Moisture content will not be compared to a standard but merely included on the report as a value and excessive moisture content will not cause a test to fail. Units requiring the moisture testing will be specified by the NOAA Diving Center POC.
Semi Annual Testing is usually done in July and January with some of our units, due to field season or sailing schedules, at a different time. We would like to include four option years.
Qualifications of Contractor: The contractor will be an analytical laboratory that has been accredited by the American Industrial Hygiene Association (AIHA), the American Association for Laboratory Accreditation (A2LA) or the National Voluntary Laboratory Accreditation Program (NVLAP). Accreditation shall be maintained throughout the contract performance period. The contractor must have a Ph.D. chemist on staff to provide guidance to our customers should a test fail and an after-hours technical staff as well. We will require the chemist to provide a resume. Should the Ph.D. chemist staff change the government needs to be notified of the changes. The laboratory performing the analysis shall have a minimum of five (5) years of experience in compressed breathing air analysis.
Ordering Instructions: NOAA Diving Center POC will provide the contractor the units/ships addresses and their semi-annual testing schedule. The contractor will then put them into their database for automatic shipping at these pre-scheduled times. Occasionally these times will vary depending upon field seasons and sailing schedules and if this is the case one of the POCs will contact the contractor to make this change.
DELIVERABLES:
Air Sampling Media Kits: The contractor will supply each unit with a sampling kit with everything needed to do the testing. Each kit will provide detailed instructions on how to perform the test. Air collection equipment shall be compatible and designed for use with TRI Air testing Inc., Champion 35 sampling equipment as several of our units to be tested have purchased the Champion 35. The semi-annual timeframes are January and July with some units testing out of the normal time frame due to field seasons or sailing schedules.
The following items are required:
· A2P/A29 US Navy Diving Air Analysis for hi/low pressure QTY: 70
· Nitrox Oxygen Compatible Analysis - C62- NOAA SCUBA Nitrox-Membrane Prod. Spec QTY: 25
· Custom Tests – 02,05 CGA Grade D and Grade E = QTY: 4 or as needed
· Freight - Estimate for all kits (see details below)
· Handling fee – Estimate for all kits Freight: The postage will be paid by the contractor to and from the unit/ship using a prepaid shipping label that will be provided by the contractor. Standard shipping service will be 2-3 day air but at times we may require the capability of doing overnight shipping to a unit or ship if needed. Our units and ships are around the country including Alaska and Hawaii. Occasionally we have a ship that may be in a remote area (international) that would need a sampling kit sent to them.
Include a total estimate for postage for above deliverables, most will be shipped within the US including several units in Alaska and Hawaii, and very occasionally foreign port of calls.
If freight cost exceeds $100.00 on an individual shipment a copy of the WAYBILL must accompany the invoice to support the freight cost…NO EXCEPTIONS.
The contract will contain a not to exceed amount for freight at the time of award, which will be drawn down during the year. The contractor shall provide shipping costs on their invoices.

INVOICE AND PAYMENT:
Invoices will be generated for each individual kit that goes out. This invoice will include freight. They need to be sent or emailed to Mimi Quach (email address above) in c/o of the NOAA Diving Center, 7600 Sand Point Way NE, Seattle, WA 98115. Please include the contract number on each invoice and if the freight cost exceeds $100.00 a WAYBILL must accompany the invoice.
