About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document for a sole-source award under 10 U.S.C. 3204(a)(1).
The 60th Contracting Squadron at Travis Air Force Base is awarding a contract for Static Demonstration Services to Palm Springs Air Museum Inc. on a sole-source basis for the Travis AFB Wings over Solano Airshow. The contractor shall provide aerial static demonstration services for a P-63 and C-47A aircraft, including all necessary personnel, tools, materials, supervision, and related support services. The justification for sole-source competition is based on Palm Springs Air Museum being the only identified vendor with the unique capability to provide the specific aircraft required and transport them to Travis Air Force Base within the compressed timeline established in the Performance Work Statement. The museum's geographic proximity to the airshow location enables them to meet the tight turn-around deadline required for the event. A presolicitation notice was posted on Sam.gov in accordance with FAR 5.101, serving as both a sources-sought notice and intent to sole source, allowing other capable contractors to submit their capabilities for consideration. A small business search under NAICS 711219 identified no capable small business contractors, and no other local air museums were found capable of providing both required aircraft. A similar previous acquisition (FA442724P0021) was also sole-sourced to this contractor. The agency committed to providing more lead time for future similar requirements to enable broader competition from non-local vendors through earlier planning and market research. The Contracting Officer, Juliet K. Diggs, certified the J&A on March 18, 2026, and the acquisition is valued under $10 million.
