STATEMENT OF WORK FORMAT

Beacon Electrical Engineering Services

The project is part of our ongoing efforts in the PML in support of radiation belt and energetic electron studies. The contractor shall continue its electrical engineering support service for plasma wave analog systems. This includes the fabrication and I&T support of the preamps and electronic systems. The contractor will assist in the fabrication, testing, and integration of code 695's search coil systems, including the generation of analog system, parts procurement, board fabrication, board testing, I&T, and calibration of the pre-amps, power supply, and other analog systems associated with the instrumentation.

Besides labor costs, funding will be provided for part procurement and board fabrication.

The contractor will be in weekly contact with the instrument build lead and will participate in meetings. The task may require additional engineering support.

Background

Describes the project in very general terms.

NASA’s code 695 Planetary Magnetosphere Laboratory (PML) has been funded to build their patented search coil magnetic antenna to fly on a rocket experiment funded by DARPA and a second rocket experiment in support of Los Alamos but funded by NASA.

We requested the Beacon contract services in support of these and other plasma and radio wave efforts. This work is support board fabrication, assembly and testing, along with calibration and I&T support.

Discusses the purpose of the project – in other words, why the project is being pursued and how it relates to other projects.

The project is part of our ongoing efforts in the PML in support of radiation belt and energetic electron studies. The rocket experiments will provide basic science data on the use of ion and electron beams as radio wave antenna.

Includes, as necessary, a summary of statutory authority or applicable regulations Provides copies of pertinent background materials, including them in a Reference or Attachment.

Scope

Covers the general scope of the work the contractor will be performing; use “shall” statements to make the requirements binding.

The contractor shall perform electrical engineering support service for these two projects. This includes the fabrication of the search coil sensor’s preamp and main electronics box. The contractor shall assist in the fabrication of code 695's search coil systems, including the generation of parts procurement, board fabrication, board testing and calibration of the pre-amps, power supply, and other analog systems associated with the instrumentation. Calibration activities and I&T support are included in the services. Besides labor costs, funding shall be provided for part procurement and board fabrication. The task may require additional engineering support.

Requirements

Describes detailed work and management requirements, including required meetings

The contractor shall be in weekly contact with the instrument build lead and shall participate in meetings.

Spells out more precisely what is expected of the contractor in the performance of the work.

Generation of parts procurement, board fabrication, board testing, calibration and system testing of the pre-amps, power supply, and other analog systems associated with the instrumentation.

Identifies any specialized expertise and services, training, and documentation, as applicable

The Contractor has specific expertise in the they were part of our 2005-2010 DSX search coil build. In that role they also designed and built the preamps and main electronic board. We are performing a similar build now to that previous build, and the expertise of this contractor is critical.

Deliverables or Delivery Schedule

Clearly states the deliverables required, the schedule for delivery, the quantities, and to whom they should be delivered (can be service or supply) o Summer 2021: Pre-amp and processing board fabrication, Calibration support, I&T support for SMART project o Fall & Winter 2021: Calibration support and I&T support for the BeamPie project

Identifies the type of documentation (printed and electronic-such as maunuals) to be provided, as well as those quality indicators desired by the Government.

Copies of layout and schematic, fabricated parts documentation, test results (including calibration analysis) and record of purchases.

Place of Performance

Specifies whether the work is to be performed at a Government site or the contractor’s site

Work will be performed at home and in GSFC laboratory

Period of Performance

Specifies the performance period, i.e., hours, days, weeks, or months, etc.

Funding is for the next 12 months following the date of issuance.
