About this file

This is a Statement of Work (SOW) for the procurement of one portable livestock corral system by the Quemado Ranger District of the U.S. Department of Agriculture. The corral system will support livestock management and emergency response operations across multiple grazing allotments in the Quemado Range near Quemado, New Mexico (87829). The system is needed to address operational challenges created by the lack of functioning or permanent corral infrastructure on many grazing allotments and to provide critical wildfire response capabilities that enable rapid livestock evacuation during active wildfires.

The portable corral system must meet extensive technical specifications including an 80-head capacity, durable high-strength steel construction, electric hydraulic lifting system, built-in loading chute capable of ground and semi loading, double alleyway with flow control, minimum 14-ply tires, swing-out panels with interlocking stays supported by airless tires, gooseneck-style trailer connection, highway-legal towing capability, LED lighting for turning and braking, and rust-resistant protective coating in brown, gray, white, or dark green. The contractor must deliver one fully assembled and functional unit to the specified location, provide product manuals and warranty documents, conduct on-site or virtual training on assembly and safe usage, and provide a one-year warranty. All deliverables must be completed by May 8, 2026. Points of contact are Randall Chavez (District Ranger) and Trenda Roper (District Range Staff) at the Quemado Ranger District, both reachable at 575-773-4678.

QUEMADO RANGE PORTABLE CORRALS

3 Lyle Loop, Quemado, New Mexico 87829

1. Purpose

The purpose of this Statement of Work is to outline the justification, requirements, and objectives for the purchase of portable livestock corrals.

These corrals will support livestock management and emergency response operations across multiple grazing allotments.

2. Background and Justification

Many grazing allotments currently lack functioning or permanent corral infrastructure. This creates operational challenges for permittees in managing livestock, especially during key times such as seasonal moves, health checks, and loading for transport.

Portable corrals provide a flexible and efficient solution, enabling permittees to carry out essential livestock handling tasks in areas without permanent facilities.

Additionally, during wildfire season, portable corrals serve as a critical safety function. In the event of an active wildfire on or near an allotment, permittees must be able to evacuate livestock quickly and safely. Having mobile corral systems in place allows for rapid gathering and loading of animals, reducing risks to both livestock and personnel, and supporting broader wildfire response efforts.
