About this file

This is a Statement of Work for the procurement of MXG Signal Generators by the Joint Navigation Warfare Center (JNWC), the Department of Defense's Navigation Warfare Center of Excellence. JNWC requires four MXG Signal Generators model N5182B to support testing of advanced 7-element Controlled Reception Pattern Antennas (CRPAs) in their anechoic chamber. The new CRPAs operate on three channels (L1, L2, and L5 frequencies) compared to older systems that used only two channels, necessitating additional signal generators beyond the 14 currently in use.

Each signal generator must include specific configurations: 5-year extended warranty (R-55A-001-5), frequency range 9 kHz to 3 GHz (N5182B-503), low phase noise capability (N5182B-UNX), high output power (N5182B-1EA), ARB baseband generator with 160 MHz RF bandwidth (N5182B-656), upgraded memory from 32 MSa to 1 GSa (N5182B-023), and multifunction generator capability (N5182B-303). Additional requirements include AM/FM/phase modulation, narrow pulse modulation, instrument security with removable memory card for classified waveforms, rack mount hardware, and startup assistance. Four perpetual node-locked licenses are required for pulse train generation, calibrated AWGN, multi-tone generation, and custom digital modulation. Delivery is to Kirtland Air Force Base in Albuquerque, New Mexico, with inspection and acceptance responsibilities assigned to a designated Delivery POC.

STATEMENT OF WORK

TITLE: MXG Signal Generators Purchase

Requiring Activity Name: Joint Navigation Warfare Center (JNWC)

1.0 OVERVIEW

1.1 BACKGROUND

The JNWC is the Department of Defense Navigation Warfare (NAVWAR) Center of Excellence. It provides DoD and U.S. Government entities with NAVWAR engineering, technical subject matter expertise, and honest broker NAVWAR assessments. We need the ability to produce signals that range from a variety of frequencies with a variety of waveforms. MXG Signal Generators currently fulfill these requirements. JNWC uses multiple MXG signal generators, specifically in its anechoic chamber to simulate an environment on the systems under test.

1.2 SCOPE

JNWC has a requirement to own multiple MXG signal generators to test controlled reception pattern antennas (CRPAs). The JNWC has been tasked to test a 7 element CRPA, which requires 7 MXGs for each channel that the CRPA passes. JNWC’s anechoic chamber currently has 14 MXGs implemented to support CRPA jamming tests, which satisfied pre 2023 requirement when the known CRPAs only passed 2 channels, around L1 and around L2 frequencies. The newest CRPAs use 3 channels, which are on the frequencies of L1, L2 & L5, therefore we require more MXGs to satisfy new testing requirements.

1.3 OBJECTIVE

The JNWC’s anechoic chamber is looking for 4 more MXG signal generators to fulfill our requirement to properly test new advanced CRPAs. That would be 7 to fulfill our requirement and one back up. The JNWC currently has 4 dedicated to this effort and would like to acquire the last 4 to fulfill this requirement.

2.0 REQUIREMENTS

Each MXG will need the following options:

• The MXG model number is: N5182B

• R-55A-001-5 5 yr extended warranty

Why: we have no spares & in the past 3 years we have had to return 2 MXG to for repairs.

• N5182B-503 Frequency range, 9 kHz to 3 GHz Why: this is the lowest frequency range that come with the MXG.

• N5182B-UNX Low phase noise Why: This is for higher fidelity signals needed with some phase shift keying modulations like binary offset carrier.

• N5182B-1EA High output power why: this is so that each MXG can create a uniform continuous J/S ramp from 0 to 95 dB without it the ramp is limited to a max of about 70 dB.

• N5182B-656 ARB baseband generator (160 MHz RF bandwidth, 32 MSa) why: not all waveforms come as a default setting and the engineers must build custom waveforms in an IQ file that the ARB generator will play.

• N5182B-023 Upgrade baseband generator memory from 32 Msa to 1 Gsa why: more memory allows the custom waveforms to be bigger and more complex waveforms.

• N5182B-303 Multifunction generator Why: the multifunction generator allows easy generation and controls of swept CW waveforms.

• N5182B-UNT AM, FM, phase modulation Why: AM, FM and phase modulation allow easy generation and control of basic communication waveforms.

• N5182B-UNW Narrow pulse modulation why: this option reduces the minimum pulse width to 100 nsec.

• N5182B-006 Instrument security and removable memory card why: this allows classified waveforms to be created, emitted, and removed from the machine.

• 1CP104A Rack mount flange and handle kit 88.1mm H (2U) - brackets, handles, hole plugs,

• PS-S20 Startup assistance why: when we have issues or problems keysight application engineers respond within 48 hrs and help us solve the problem.

• N5180320B Pulse train generator Node-locked perpetual license why: this option allows us to create long unique scenarios that can be played out over minutes (>15 minutes) before repeating.

• N5180403B Calibrated AWGN Node-locked perpetual license Why: this option allows easy generation and control the bandwidth of AWGN (additive white gaussian noise).

• N5180430B Multi-tone and 2-tone Node-locked perpetual license why: this option allows easy generation of multiple CW tones for this MXG.

• N5180431B Custom digital modulation Node-locked perpetual license why: this option allows easy generation and detailed control of BPSK digital modulation.
