About this file
This is a Statement of Work (SOW) for the replacement of an existing garage sectionalizer at the Federal Correctional Complex in Beaumont, Texas (Project 26Z5AL5). The Federal Bureau of Prisons (BOP) intends to award a single contract to a responsible contractor to furnish all labor, equipment, materials, programming, training, and incidental services necessary to remove one existing non-operational sectionializer and install a modern, reliable replacement system that restores the electrical loop to its original design and function.
The contractor shall provide complete turnkey installation services including removal and proper disposal of the existing Federal Pacific Company sectionializer (Catalog PS1/11-6-43211-A5-B1-B2-G1-G2-K3, Serial J6475, manufactured September 1995) in accordance with environmental and safety regulations. The scope includes furnishing and installing all necessary components for a new operational sectionializer, performing all programming, calibration, verification, testing, and commissioning, conducting a comprehensive site assessment to verify existing conditions, performing all required underground work (excavation, trenching, conduit, and piping), and providing all documentation including as-built drawings, training, and spare parts kits. All work must comply with manufacturer's instructions, FMVSS No. 301, OSHA 29 CFR Part 1910, FMCSA Regulations, NFPA Codes and Standards, and NIST SP 800-53 (Cybersecurity Controls). The contractor shall provide a one-year warranty after start-up or eighteen months from installation date, whichever occurs first, covering defects in material and workmanship. Work hours are 7:00 AM to 3:00 PM Monday through Friday, excluding weekends and federal holidays. The contractor must obtain security clearance documentation for all employees within fourteen days of receiving the Notice to Proceed, manage tool and material inventory with daily accounting procedures, maintain proper storage in locked containers with dual-lock protocols, provide personal protective equipment, and furnish factory-certified training and system certification for a minimum of two BOP employees. The contractor is responsible for site housekeeping, daily removal of debris and waste, and disposition of all materials in accordance with federal, state, and local laws. The contractor shall submit written equipment recommendations within fifteen days of Notice to Proceed, provide shop drawings and Safety Data Sheets for approval, notify the Contracting Officer Representative five days prior to final system testing to allow BOP staff observation, and provide an Installation Certification signed by both the contractor and manufacturer's representative affirming full operational compliance.
