This is a Statement of Work for the manufacture and supply of wire harness kits for the Automated Surface Observing System (ASOS) Prototype Power Supply. The contractor must fabricate 500 total wire kits consisting of 250 Top Plate Assembly kits (Drawing WL-S100-45017-10) and 250 Bottom Plate Assembly kits (Drawing WL-S100-45017-20), plus six first article units (three of each configuration) for inspection and approval prior to full production. All wire harnesses must be manufactured in strict accordance with Government-furnished engineering drawings and include wire preparation (cutting to specified length, stripping insulation, and crimping spade terminals), dual heat-shrink labels on each wire identifying source and destination connection points, bundling with cable ties, and packaging into separate bags by assembly type. First article delivery is required within 30 days after receipt of order to the National Reconditioning Center (NRC) in Grandview, Missouri, with full production delivery following NRC approval.

The Statement of Work specifies that all materials must be new and defect-free, with the contractor responsible for furnishing all labor, materials, equipment, tooling, quality control, and delivery. The Government reserves inspection rights over wire preparation, crimp quality, label accuracy, continuity, packaging, and drawing compliance, with defective assemblies subject to rejection and return at no cost to the Government. The contractor must provide standard manufacturer's warranty covering defects in materials and workmanship, and any defects identified during Government inspection or installation must be replaced at no additional cost. All packaging must comply with commercial best practices and the Instructions to Commercial Vendors for Marking and Barcoding Supplies for shipment to the NLSC, with protection against moisture, abrasion, crushing, bending, and electrostatic discharge. Any deviations from approved Government drawings or specifications require prior written approval from the National Weather Service Contracting Officer.
