About this file
This Statement of Work (SOW) outlines the technical upgrade requirements for the D-21 Fire & Emergency Services (F&ES) fire alarm notification system at Spangdahlem Air Base (AB), Germany. The project involves upgrading computer systems in Buildings 120, 127, and 690 to Windows 11, replacing aging hardware, and implementing security enhancements to comply with Department of Defense (DoD) Risk Management Framework (RMF) standards. Key technical requirements include installing new CPUs, configuring with the current D-21 database, transferring existing software licenses, and upgrading to D-21 V2 software.
The scope includes comprehensive system upgrades across multiple locations, with specific tasks such as replacing server racks, workstation computers, monitors, and network equipment. Monaco Enterprises, Inc. will provide a one-year limited warranty and conduct a four-hour training session for system administrators and operators from the 52nd Civil Engineer Squadron. The project requires installation within 180 days of contract award, with a focus on maintaining near-zero downtime for this critical emergency response system. Additional services include preventative maintenance inspection six months after installation, software patching, and ongoing technical support to ensure system reliability and security compliance.

Statement of Work for
D-21 Tech Upgrades at
Buildings 120, 127, 690 Spangdahlem AB, Germany
10 July 2025
FOR OFFICIAL USE ONLY
1. PURPOSE
1.1 Scope
This Statement of Work (SOW) outlines the requirements for a non-personal service involving the purchase and installation of D-21 Monaco V2 Reporting Software Tech Upgrades. This includes the provision, installation, and/or repair (by replacement) of the following hardware:
Two server racks: one located in Building 127 (Communications Room) and one in Building 690 (Alternate ECC).
One standalone tower in Building 120 (Alarm Maintenance Shop).
The upgraded system will be configured with Spangdahlem AB's current D-21 database. Existing licenses and software will be transferred to the new CPUs, and the D-21 system will be updated with a Risk Management Framework (RMF)-compliant upgrade. All new equipment provided by the contractor must be compatible with the existing Monaco equipment and will include a one-year limited warranty. Under this warranty, repairs and replacements will be covered by Monaco's Product Support Group (PSG) for 12 months from the delivery date.
Finally, a Monaco-certified expert will provide comprehensive user training on the installed systems. This training will encompass both Operator and Administrator instruction, covering system interface navigation, display information interpretation, and appropriate responses to alarms and alert conditions. The training will consist of four (4) hours of D-21 instruction.
1.2 Objective
The objective of this SOW is to document the requirements for Engineer, Furnish, Install, and Testing of D-21 V2 Reporting Software Tech Upgrade System for Spangdahlem AB. This installation will secure and harden the D-21 computer system to comply with the Security Technical Implementation Guide (STIG) rules published by DISA/IASE.
1.3 Background
Spangdahlem AB recently migrated to the Windows 11 operating system, upgrading communications equipment including phones, CPUs, and monitors. While most systems were updated to new hardware capable of running the new operating system, the D-21 system was not.
The D-21 system serves as the Fire & Emergency Services (F&ES) fire alarm notification system for all facilities on the installation. Monaco recommends regular updates to critical system components to minimize the risk of failures and downtime due to aging equipment and outdated technology. Updating the system with the latest technology and software ensures optimal performance.
The industry standard lifespan for a desktop computer is four to five years, based on an average usage of 2,000 hours per year (8 hours/day, Monday-Friday). The D-21 system, however, operates 24 hours a day, 7 days a week, and requires near-zero downtime due to its critical role in providing early notification of alarm activations and alert conditions throughout the installation. This system enables a rapid response and early intervention by F&ES personnel, which is vital for preventing loss of life, property, and infrastructure.
The last significant update and installation of the D-21 system occurred in late October 2020, exceeding the expected lifespan of the equipment. This equipment operates significantly more than the average 2,000 hours per year, accumulating over 30,000 hours of use and exceeding its expected lifespan by over 5,000 hours.
Furthermore, in line with the established Air Force policy regarding operating system lifecycles, Windows 10 is nearing its end-of-life. Microsoft will no longer provide security updates, non-security updates, or assisted support beyond October 14, 2025. This, as recognized by the Air Force, leaves systems vulnerable to potential security breaches and increases the risk of catastrophic system failure. Monaco will also discontinue IT support for the Windows 10 version of the D-21 system after October 2025, making this upgrade essential for continued system functionality, security, and support, and to align with Air Force security best practices.
2. PROGRAM REQUIREMENTS
