RECORD OF ENVIRONMENTAL CONSIDERATION (REC)
This REC was prepared in accordance with the National Environmental Policy Act (NEPA), 32 Code of Federal Regulations (CFR) 651, and Army Regulation (AR) 200-1. The analysis documented in Section 4 is based on the description of the proposed action in Section 2 and any deviation from this description will require re-evaluation by the Installation Environmental Office prior to this action’s implementation.
1. PROJECT TITLE: Indefinite Delivery Indefinite Quantity (IDIQ) Bridge Contract on Fort Stewart (FSGA) and
Hunter Army Airfield (HAAF), Georgia (GA), IJO#s WG 00300-2J and ED 00302-2J (Tab 1).
2. DESCRIPTION OF THE PROPOSED ACTION: The U.S. Army proposes to implement an IDIQ contract by which it will ensure timely maintenance and repairs of the bridges on the installation for the next calendar year (CY) (2023). The purpose of this action is to maintain bridges in accordance with current military standards. If bridges are not maintained in this manner, damage may ultimately result in bridge closure, impacting implementation of the mission on FSGA/HAAF. Bridges have been inspected and deficiencies identified, although no site-specific scope of work (SOW) per bridge was available at the time of this review and REC.
Once the IDIQ contract is awarded, the FSGA/HAAF Design Branch will develop a SOW for each bridge and will issue an individual delivery order for each site (via the FSGA/HAAF IJO process). At that time, the FSGA/HAAF Environmental Office will review each SOW and identify what additional site-specific requirements apply for that bridge, to include Clean Water Act (CWA) permitting, coordination/consultation for National Historic Preservation Act (NHPA) compliance, and others, as required (see comments at Section
4.0 of this REC). If supplemental NEPA is required, it will be completed at that time.
3. ANTICIPATED DATE OF ACTION: CY 2023
4. CONSIDERATIONS OF THE PROPOSED ACTION: The enclosure (Tab 2, Attachment A) contains standard environmental compliance measures for work implemented on Installation lands. Those sections specifically applicable to this action are identified and discussed below.
a. Wetlands: A review of the SOW for each individual bridge will occur as it is developed, and this will be used to determine if a CWA permit (nationwide or individual) is required. The Project POC is responsible for ensuring for this coordination occurs. The Wetlands program POC is Kevin Montano at (912) 767-2010 or (912) 767-4937.
b. Cultural Resources Management (CRM): A review of the individual SOW for each bridge will as it is developed, and this will determine if there are Section 106 NHPA consultation requirements, and consultation will occur at that time. The Project POC is responsible for ensuring this coordination occurs. There are no CRM concerns with the Contract, as written. The CRM POC is Brian Greer,
(912) 767 2010 or (912) 767-0992.
c. Stormwater/Erosion and Sedimentation (E&S): These projects typically involve land disturbing activity of less than 0.75 acres and a Notice of Intent (NOI) is not required; however, NOI requirements will be confirmed as each individual SOW is reviewed and any project that falls outside of existing right of ways must be reviewed by the Stormwater POC prior to any work being performed.
Erosion & Sedimentation Control Best Management Practices (BMPs) must be incorporated and utilized for any land disturbance. Contact the Stormwater POC for recommendations regarding implementation of BMPs, and temporary and/or permanent stabilization controls.
Per the Georgia Erosion and Sedimentation Act of 1975, an individual certified at Erosion & Sedimentation Level 1A, or greater, must be on the site during ANY land disturbing activity within 200 feet of Waters of the State. This requirement applies to all of these actions.
Any waste material and/or debris must be disposed of properly as required by law, and these actions must not discharge into streams, ditches, or other stormwater conveyance systems. The projects will create less than 5,000 square feet (sf) of new impervious surface and will disturb less than 5,000 sf of soil; therefore, the Coastal Stormwater Supplement and Energy Independence Security Act requirements do not apply to this project.
PROJECT TITLE: Indefinite Delivery Indefinite Quantity Bridge Contract on Fort Stewart and Hunter Army Airfield, Georgia, IJO#s WG 00300-2J and ED 00302-2J.
The projects on FSGA are located outside of the 100-year floodplain; however, the work proposed at Bridges 1, 8650, and 8701 are located within the 100-year floodplain and BMPs specific to protecting and minimizing adverse impacts to this sensitive resource will be identified as part of the site-specific scope of work for those locations (Maps, Tab 3). The contractor performing the work shall adhere to all guidance provided in Section 10.0 of Attachment A (Tab 2). The Stormwater and Floodplains program POC is Christian Montano at (912) 767-2010 or (912) 320-0762.
d. Pest Management: Any work recommending/requiring/utilizing pesticides to control vegetation must be conducted in accordance with Department of Defense Instruction 4150.07, Pest Management. This will include performance of work/scope development, contract coordination, pest management certification, applicator certification, pesticide approval, pesticide recording and reporting procedures, etc. The contractor performing the work shall adhere to all guidance provided in Section 17.0 of Attachment A (attached). The Pest Management POC is Craig Crumbley at
(912) 767-2584 or (912) 767-2561.
e. Fill Dirt: Sources of fill are available if necessary. Borrow pits are acquired on a first come, first serve basis, and the determination of soil suitability and quantity is the responsibility of project engineer/manager. Due to locations being nearby/adjacent to wetlands and/or high groundwater levels, dewatering/pumping of borrow pits must be expected. Work must follow the guidelines within the Georgia’s BMPs Guidance to prevent silts and sediments from leaving the borrow pit area and entering the waters of the State of Georgia. Any construction projects or training activities utilizing/impacting an area within a borrow pit must submit an NOI and pay necessary fees. The NOI submittal and processing will take approximately 2-3 weeks. A Borrow Pit Excavation Application must be completed and approved prior to receiving a Borrow Pit Permit. The contractor performing the work shall adhere to all guidance provided in Section 11.0 of Attachment A (Tab 2). The Fill Dirt POC is Kevin Montano, (912) 767-2010 or (912) 767-4937.
f. Forestry: There are no known Forestry concerns with this project provided that merchantable timber will not be damaged or removed. If merchantable sized timber removal will be required, the proponent must contact the Forestry POC to evaluate the site for a possible timber harvest or biomass chipping operation. The Forestry POC is Paul Crowley, (912) 435-8030 or (912) 435- 8016.
g. Fish and Wildlife Branch (FWB): No impacts to protected species are anticipated as a result of these SOWs. The FWB POC is David Lavender, (912) 767-2584 or (912) 767-6765.
