The five-year contract seeks a fully automated, high-throughput diagnostic testing platform capable of performing specific immunological and molecular clinical tests including HIV, HTLV, Hepatitis B, and Hepatitis C assays. The platform must process approximately 30,000 tests in the base year with a 20% annual increase, maintain 95% uptime, and meet FDA donor screening approval standards.

Key technical requirements include immunoassay throughput of 280 results per hour, nucleic acid amplification throughput of 380 results per 8-hour shift, compatibility with the Defense Health Agency's GENESIS laboratory information system, and continuous specimen loading capability. The vendor must provide comprehensive installation, training, maintenance, and support services, including onsite and offsite training, 24/7 technical support, emergency repair within 24 hours, and replacement of equipment experiencing over 10% monthly downtime. The contract will be structured as a cost-per-test agreement with provisions for potential technology upgrades and additional reagent integration throughout the contract period.
