About this file
This notice announces the USDA Forest Service's intent to award a sole source contract to Hexagon US Federal, Inc. The contract calls for further processing of aerial imagery collected for Washington State in 2023 through the USDA's NAIP program to produce a 1-foot resolution digital surface model (DSM) of the state. Hexagon is the only vendor that possesses the high-quality, high-resolution stereo imagery needed to meet technical requirements for generating a consistent DSM archive to support forest monitoring and inventory activities. Interested parties were invited to identify their capability to fulfill the requirement by March 25, 2024, but the notice states a determination to not compete the award is at the government's discretion. The total delivered product is due by August 30, 2024.

Project 2023 WA State NAIP derived Digital Surface Model
General Information
1.0 Scope of Work
This project is aimed to acquire a digital surface model for the state of WA from the imagery collected as part of the 2023 USDA NAIP acquisition. The digital surface model is a derivative of remote sensing imagery that were already collected as part of a requisition by the USDA NAIP program. We are requesting that the vendor further process the imagery to create a digital surface model in WA State Plane South, US Feet projection, EPSG 2927.
2.0 Background
The data requested are derivatives of a product that was already requisitioned by the USDA – aerial imagery for the state of Washington. The USDA has a an existing data acquisition program for these data, but were unable to take advantage of it in time for this cycle of data acquisition. In the future we plan to take advantage of the NAIP acquisition program if we need these data again.
