About this file
This is a Statement of Work for the procurement of Virtual Environment Trainer software modules for the 91st Maintenance Group (91 MXG) at Minot Air Force Base, North Dakota. The contractor must develop software capable of training up to four personnel in a virtual launch facility environment, specifically providing two training modules: SP 102 R&R (Receive and Report) and ASU Contact R&R and Adjustment. Each module must include both guided mode, where trainees walk through procedures with instruction, and unguided mode, where trainees perform procedures independently. The work is located at 300 Minuteman Dr, Building 546, Minot AFB, ND 58705, with a performance period commencing on April 1, 2026, following government approval of the contractor's submitted schedule.
The contractor must comply with OSHA standards and all Air Force Technical Data requirements governing the training content. The government will provide access to launch facilities and trainers for modeling purposes; however, contractors are prohibited from photographing or modeling components classified above "Unclassified." All work requiring facility power outages must be coordinated in advance, with critical operations requiring one day notice. Contractor personnel must obtain necessary base access passes and security clearances through the government point of contact (Capt Steven Elmore, 701-723-6553, or TSgt Joshua Kulonis, 701-723-1500) by providing full names, social security numbers, dates of birth, contact information, and driver's license details. Normal work hours are 0800-1600 CST Monday through Friday, with overtime available upon written request submitted by the preceding Wednesday. The contractor must provide initial train-the-trainer instruction on system use and maintenance and must clean and restore the work area upon completion.

STATEMENT OF WORK FOR
VIRTUAL ENVIRONMENT TRAINER
300 Minuteman Dr, Bldg. 546, Minot AFB, ND 58705
1.0 Background
This Statement of Work (SOW) describes the requirements for the procurement of a Virtual Environment Trainer with expanded training modules for the 91 MXG. The Virtual Environment Trainer is a virtual environment created OTS headgear and controls to simulate the environment of a launch facility.
Location of use:
300 Minuteman Dr, Bldg. 546, Minot AFB, ND 58705
2.0 Scope
The contractor must provide the software needed for up to 4 personnel to train in a Virtual Launch Facility Environment using training modules on SP 102 R&R and ASU Contact R&R and Adjustment. Software modules will be Air Force owned and depending on results might expand in future FYs.
3.0 Objectives
The Virtual Environment Trainer provides 91 MXG personnel an ability to train on tasks performed at a launch facility. This trainer will enhance training provided by allowing trainers to provide inputs into the training that could not be done in the real world and will increase training capacity by reducing demand on limited resources. AETC has already shown a 30% retention increase using the Virtual Environment Trainers.
4.0 Task Requirements
4.1 Tasks
Provide SP 102 R&R and ASU Contact R&R and Adjustment Modules. These trainings should be in accordance with applicable Air Force Technical Data. Training should have a guided mode in which trainees can walk through the procedure and an unguided mode where the trainee is left to do the procedure on their own.
4.2 Safety
The Contractor must comply with the standards of the Occupational Safety and Health Act (OSHA).
5.0 Equipment and Performance Description:
5.1 Government will provide access to Launch Facilities and Launch Facility Trainers to enable the contractor to accomplish all modeling needed to expand Virtual Environment Trainer Capabilities as request in Paragraph 4. At no times will contractor be allowed to take photos or do modeling of components that are visually classified above the “Unclassified” level. All access will be coordinated through the Government POC.
5.2 Initial setup of the system should be coordinated with the government.
5.3 Contractor work requiring shutting down facility power will need to be coordinated with facility POCs in advance of requested power outage. Although not anticipated with this project, in cases where power outage requests may affect critical functions affecting the facility's primary mission systems, power outage requests are required 1 day in advance due to critical operations within the building areas.
6.0 Security Requirements – Base/Site Access
The Contractor must obtain all required identification data and/or documents for their personnel. The Contractor and all contractor personnel are required to comply with all safety and security clearances that are enforced at Minot AFB. The Contractor must be responsible for obtaining all necessary passes, or other items required for access to the areas in which work will be performed. The Contractor must request contractor passes through the Government point of contact by providing the full name, social security number, date of birth, work phone, home phone, and driver's license state/number of employees requiring passes prior to start of work. Visit https://www.minot.af.mil/AboutUs/Newcomers/ for information concerning base access.
Access to operational Launch Facilities will be coordinated through the Government POC. The contractor will be responsible for providing all information needed for this access.
7.0 Period of Performance
The contractor will create a schedule and it must be submitted and approved by a Government PO 10 days prior to work start. Pre-coordination between the Contracting Officer and the Site POC will be required after contract award, to establish the NTP date in order to de-conflict any know mission events or complete any other required site preparations.
8.0 Hours of Work
Normal work hours are 0800 to 1600 (CST), Monday through Friday. Exclusions are weekends and Federal Holidays. The Contractor may request and be authorized to work outside of these normal work hours by submitting a request in writing to the Government point of contract no later than the preceding Wednesday of the current work week.
9.0 Site Project Manager (POC)
Capt Steven Elmore at 701-723-6553/ TSgt Joshua Kulonis at 701-723-1500
10.0 Clean Up

Before completing the work, the Contractor must remove from the work and premises any rubbish, tools, scaffolding, equipment, and materials that are not the property of the Government. Upon completing the work, the Contractor shall leave the work area in a clean, neat, and orderly condition satisfactory to the government point of contact.
