Statement of Work (SOW) District of Columbia National Guard (DCNG)
Procurement of a Virtual Weapons Training System Use-of-Force, De-Escalation, Crowd Control, and Marksmanship (Dry-Fire) Training
1.0 GENERAL
1.1 Background
The District of Columbia National Guard (DCNG) has identified a critical training gap in preparing service members for high-stress, de-escalation and use-of-force encounters within dense urban environments populated by civilians. Current training methods limit the ability to safely and consistently replicate complex scenarios that are essential for developing critical skills. The absence of a safe, repeatable, and data-driven training methodology restricts DCNG’s capacity to effectively hone de-escalation and split-second shoot/no-shoot judgment techniques, thereby increasing potential risks to both personnel and the public during real-world missions.
The objective of this procurement is to acquire a comprehensive virtual weapons training system that enhances force readiness and safety by providing an immersive, scenario-based training platform.
1.2 Purpose
The purpose of this contract is to plan, manage, deliver, install/configure (as applicable), test, train, warrant, and support one (1) Virtual Weapons Training System (VWTS), including all required accessories, documentation, and sustainment services, in order to provide a complete operational capability for the Government. This contract also establishes requirements for warranty coverage, training, and paid service support options to sustain the system throughout its lifecycle.
2.0 SCOPE OF WORK
The contractor shall plan, manage, deliver, install, test, and support a complete, turnkey VWTS that meets all requirements outlined in this SOW. The scope includes providing all necessary system hardware, software, weapon conversion kits, documentation, comprehensive training for DCNG personnel ("Train-the-Trainer" guidance), and warranty. The system must be semi-permanent, free standing and if the need arises, the system must be able to be moved and set up at alternate DCNG training sites.
3.0 SPECIFIC REQUIREMENTS/TASKS
The proposed VWTS must meet the following minimum requirements:
3.1 System Hardware and Mobility
· Immersive Display: The system shall provide a highly immersive training environment. This must include, but is not limited to, high-definition projection on a single or multi-screen setup (minimum 270-degree field of view) or a fully immersive virtual reality (VR) headset-based solution. Display and audio components must provide sufficient clarity for the discrimination of subjects, objects, environmental cues, and verbal communications.
· Configuration: The system shall be delivered in a configuration that enables transport, storage, and transferability to alternate fixed sites as needed. This includes all necessary ruggedized cases, mounts, and protective packaging. All cases must be clearly labeled with packing lists and content identification.
· Power and Environment: The contractor shall identify all power requirements, extension needs, surge protection, and any special environmental or storage constraints.
3.2 Weapon and Equipment Integration
· Number of Trainers: At a minimum, the system must support five (5) trainees in a single scenario (de-escalation, use-of-force, and marksmanship).
· Weapon Integration: The system must integrate with current DCNG service-issued weapons (e.g., M4 rifle and M17/M18 pistol series). This shall be accomplished via drop-in laser inserts or equivalent technology that replicates the form, fit, and function of the live weapon without permanent modification. The system shall support firearms sustainment training using dry-fire laser weapon integration. The Contractor shall provide all required weapon integration components, inserts, and calibration tools necessary for operation. System shall record shot placement and timing for marksmanship feedback (as supported by system). System shall support skills-builder style drills (static targets, timed engagements, transitions) as available within the VWTS system modes. System shall provide safety guidance for handling training weapons and inserts within indoor training environments.
· Recoil Simulation: The system must offer realistic, non-tethered (wireless) simulated recoil kits as an optional component to strengthen muscle memory under stress inoculation. The Contractor shall provide recoil-enabled components and any required gas/air interfaces, and recoil systems shall be compatible with the delivered weapon platforms. The Contractor shall provide operating instructions, safety guidance, and consumable requirements to include, but not limited to, recommended storage/handling and provide a maintenance schedule for recoil components (if provided).
· Less- than Lethal Options: The system must include and track the use of simulated less-than lethal training devices, including OC (oleoresin capsicum) spray and TASERs (or equivalent electronic control devices).
· Marksmanship Training: The system shall support firearms sustainment training, including skills-builder drills such as static and moving targets, timed engagements, and transition drills. The instructor must be able to create custom drills, with a minimum distance of 300 meters for rifle and 25 meters for pistol. The system must offer multiple environments with the ability to fire in both day and night settings and have an simulated/integrated flashlight option to create a low-light course, if enabled by the instructor. The system must record and display shot placement and timing for marksmanship feedback.
3.3 Software, Software License, Scenarios, and Instructor Control
· Scenario Library: The system shall include a substantial library of pre-loaded, high-definition, interactive video scenarios focused on use-of-force, de-escalation, and crowd control. A library of 800+ scenarios is highly desirable.
· Urban & Civil Disturbance Simulation: A significant portion of scenarios must replicate dense urban environments and feature a diverse civilian population. Scenarios must support training objectives for civil disturbance and crowd control, including identifying agitators and managing non-threat actors. The system will also support military combat environments to provide military service members with scenario-based training for the war-fighter function.
· Shoot/No-Shoot Judgment: Scenarios must be interactive and feature complex branching logic that requires trainees to make critical shoot/no-shoot decisions based on evolving verbal and non-verbal threat cues.
· Low-Light Simulation: The system must be capable of simulating various lighting conditions (daylight, low-light, darkness) requiring the use of weapon-mounted or handheld flashlights.
· Instructor Operator Station (IOS): The system shall feature a user-friendly IOS that allows for real-time control of scenarios. The instructor must be able to select scenarios, manage branching decisions and outcomes, pause, restart, and replay segments for instructional purposes.
· Customization: The ability to create or customize scenarios featuring recognizable District of Columbia backdrops (e.g., skyline, landmarks) is highly desirable. Additionally, the system must support realistic military combat environments to simulate and train military service members to engage in use-of-force scenarios in a combat setting.
· Software License: The Contractor shall provide all software licensing required for system operation and shall identify terms for software and scenario updates during the warranty period and for any post-warranty support plans. Contractor shall provide license documentation, version information, and renewal options (if applicable). The contractor shall describe how software updates and scenario updates are delivered and applied. The contractor shall provide change control guidance for updates to avoid downtime during training cycles.
3.4 Data and After-Action Review (AAR)
· Performance Analytics: The system must provide real-time instructor monitoring of the course and weapon feedback data. The instructor must be able to control and monitor marksmanship training, combining weapon sensor and shot results to identify and enhance advanced weapons training and proper firing techniques. The system must capture, record, and report detailed performance data for each training session. At a minimum, this data shall include shot placement, shot timing, reaction times, and all trainee interactions within the scenario.
· After-Action Review: The system must provide an immediate AAR capability, allowing instructors and trainees to review performance with synchronized video and audio playback from the trainee's perspective. The AAR function must overlay graphical data (e.g., shot placement, muzzle trace, safety violations) onto the scenario playback for detailed debriefing.
4.0 TRAINING
· Train-the-Trainer Course: The contractor shall provide a comprehensive "Train-the-Trainer" course for their system. Contractor will provide access to online sustainment training modules and training materials.
· Training Content: Training shall be sufficiently detailed for DCNG personnel to demonstrate proficiency in system setup/teardown, operation, scenario execution, AAR workflow, safety procedures for weapon integration, basic troubleshooting, and day-to-day preventative maintenance.
· Refresher/Advanced Training: The contractor shall provide pricing and availability for optional refresher and advanced training services.
