SCOPE OF WORK
National Technology and Development Program (NTDP) Diagnostics, Repair and Perform 10-year Preventative Maintenance
INTRODUCTION: The US Forest Service, has an urgent need to procure diagnostics and repair services at the NTDP campus located at 444 E. Bonita Ave. San Dimas, CA 91773. This would be to diagnose the onsite Photovoltaic System, including the Solaron AE250NX grid-tie solar inverter (250 Kw inverter, serial # 776768). All work shall be completed in accordance with the content of this scope of work, Local and State and International Codes.
BACKGROUND: The US Forest Service Photovoltaic System is an estimated twelve years old and since August of 2020 has been off-line not producing energy. A breaker was initially replaced in June of 2020 which may have resulted in an electrical wiring issue as the breaker continued to trip afterwards. The breaker has been reset and replaced several times since June 2020 to no avail.
Diagnosis in April of 2021 revealed the following issues:
· The 400A solar breaker was tripped in the electrical room.
· Inside the inverter it was found that the entire solar system was combined down to 2 final circuits for DC power, each having a positive and negative wire that are connecting inside the inverter. The positive lines are fine but when inspecting the negative lines, it was found that circuit 1 negative and circuit 2 negative are connected to each other on a transfer switch and going nowhere else. The transfer switch should have wire directing where that DC negative power should go.
· The positive circuits each land independently and then proceed to connect down to the coils where the conversions happen of DC power to usable AC power. The negatives are looping into themselves when connecting to a transfer switch and tripping the energy flow, therefore overheating the lines. When the system is rebooted it recognizes PV voltage but is not able to send it anywhere and so it stayed off. It did not give any error codes or messages.
· A technician from the manufacturer re-landed some of the wiring. There are marks made by the technician that usually are placed to acknowledge that the bolts were torqued down. It may be that the technician rewired something incorrectly. Since the inverter does turn on, the technician may have assumed the inverter was not the issue. The system went down a couple of days after the technician was there.
· The inverter manufacturer, Advanced Energy, was contacted regarding parts replacement. They communicated that the company was now Bold Renewables and only a Bold Renewables technician may complete the repairs in order for the repairs to be under warranty. However, because it is 12 years old, the system itself is no longer under warranty. Therefore, FS will consider the options to repair without warranty or to replace the inverter altogether. However, a Contractor that is able to provide warrantied service would be the most desirable option.
SCOPE: All labor, transportation, equipment, parts, material, supervision, and expertise necessary to accomplish the following:
1. A complete diagnosis of the Photovoltaic System, including the Solaron AE250NX grid-tie solar inverter.
2. A written report of diagnosis with an itemized list and cost estimations of repair recommendations within 30 calendar days of the contract award to the Contracting Officer Representative and the Contracting Officer.
3. Installation of a full engine rebuild kit (inverter), and factory recommended 10-year preventative maintenance.
4. Checking of all downstream equipment to insure proper operation.
5. Installation of all necessary construction signage and barriers to maintain a safe environment for NTDP staff and contractor personnel, as well as to minimize impact on the working environment from dust, waste, and other possible contaminates.
SITE CLEAN-UP AND WORKMANSHIP: The project site shall be maintained in a neat and orderly manner and cleaned of rubbish and any waste material prior to the end of each day. All excess materials, debris, and rubbish become the property of the Contractor and shall be removed on a daily basis unless otherwise approved by the Contracting Officer (CO).
The Contracting Officers Representative (COR) and Program Representative shall be sole judge of workmen-like manner and workmanship. They shall use industry standards as basis for judgment of workmanship.
UTILITIES: Electricity and water is available at the site at no cost to the contractor. Sanitary facilities shall be supplied by the contractor.
SCHEDULE:
1. Place of Performance: National Technology & Development Program (NTDP), 444 E Bonita Ave. San Dimas, CA 91773
2. Period of Performance: Work shall be completed no later than 60 calendar days from the issuance of Notification of Contract Award.
3. Work Hours: All work shall be performed during normal business hours between 8:30 am to 4:30 pm, Monday through Thursday with the exception of Federal Holidays (see below for holiday schedule). Any work performed outside of this timeframe shall be approved by the COR prior to start.
4. Federal Holidays Observed: Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, New Year’s Day, Martin Luther King Day, President's Day, Memorial Day, Independence Day, Christmas Day, and any other day specifically designated by the President of the United States.
GENERAL REQUIREMENTS:
1. Work shall comply with the latest edition of all Local, State and National codes and standards including any addenda, supplements, amendments or modifications by national, state or local authorities having jurisdiction and in effect on the day this contract is awarded. Where more than one criterion applies, the more stringent criteria shall be used.
2. The contractor does not have assigned parking and is responsible for parking in authorized locations only. It is the responsibility of the contractor to park in the appropriate designated parking areas. The office and parking areas will not be occupied during work and coordination with the COR will be required for scheduling construction activities and if/when space will not be accessible for employees during construction.
3. All USDA and OSHA safety regulations shall be observed during the performance of work identified on this contract. The contractor shall provide signage and barricades to maintain safety and protection of work around project work site.
4. Contractor personnel shall sign in at the front desk. All non-uniformed personnel shall wear visible, USDA Visitor Identification at all times while on the premises of the NTDP campus.
5. Site visit attendees shall provide for themselves and wear a mask at all times during the site visit. Those without a mask will not be allowed to participate in the site visit walk through. No one should attend the visit who is feeling sick, has a fever, or has been exposed to an active or presumed person with COVID-19. COVID-19 mitigation efforts and social distancing directives issued from the State of California and USDA facility access requirements are in full force and effect. The Contracting Officer’s Representative (COR) has the unilateral right to bar any attendee from participating in the site visit at any time (before or during) based on the attendee’s failure to abide by this direction.
