About this file

This document is a Statement of Work (SOW) that defines the effort required to update the TS-4530i/TS-4530A Field Maintenance Utility software. The update is necessary to add TACAN testing capabilities to the TS-4530A/UPM test set, National Stock Number (NSN) 6625-01-562-0715, which is currently lacking. The contractor shall provide 10 copies of the updated TS-4530i/TS-4530A Field Maintenance Utility software, Part Number 20002054, on CD-ROM or DVD. The software shall be a menu-driven, PC-based tool that allows field maintainers to support calibration of the TS-4530A/UPM and provide a utility for archiving calibration data records.

The related federal contract opportunity is a solicitation (W31P4Q-24-Q-0011) for the update to the TS-4530i/TS-4530A Field Maintenance Utility. The US Army Contracting Command, Redstone Arsenal, intends to award a firm fixed price contract to Tel Instrument Electronics Corporation, the incumbent, for this work. All responsible sources may submit an offer, which will be considered by the agency.

1.0 SCOPE

This Statement of Work (SOW) defines the effort required for the update to the TS- 4530i/TS-4530A Field Maintenance Utility as a result a Statement of Needs from the Apache Project Office Redstone Arsenal, AL. This statement of need requests the collaboration with TMDE’s software upgrade in which the Apache Project Office can also receive an update to the software’s calibration procedures for Tactical Air Navigation Software (TACAN) Testing of the Test Set, Radar: TS-4530A/UPM, NSN:

6625-01-562-0715. As a result of the addition of TACAN Testing, the current version of the Field Maintenance Utility is incapable of fully calibrating the TS-4530A. The addition of TACAN Testing is in conjunction of the upgrade required to ensure compliance with Department of Defense Air Traffic Control Radar Beacon Systems Identification Friend or Foe Mark XII Systems Project Office current requirements. PD TMDE will acquire updated calibration procedures included in the T-4530i/TS-4530A Field Maintenance Utility; Software Part No. 20002054. This software is only available from Tel Instrument Electronics Corporation, One Branca Road, East Rutherford, NJ 07073 (CAGE: 92606).

1.1 BACKGROUND

a. The Product Director, Test, Measurement and Diagnostic Equipment (PD TMDE) is responsible for program management through acquisition of the TS-4530A/UPM. The Test Equipment Modernization program established in 1981 to replace obsolete General Purpose Electronic Test Equipment (GPETE). GPETE requirements are based on current projections from the U.S. Army Training and Doctrine Command (TRADOC).

A continuing requirement exists to modernize the Army’s inventory of GPETE. Army operators and maintainers at all maintenance levels require GPETE to support current and emerging communications – electronics, biomedical, missile, air defense, aviation, and ground vehicle systems. Rapid technology development, obsolescence, and unsupportable test equipment require the capability to modernize and consolidate GPETE. This requirement is intended to encompass all GPETE not considered to be automatic test equipment. The new GPETE will replace current Test, Measurement, and Diagnostic Equipment (TMDE) systems to modernize and standardize GPETE by reducing the number of makes and models in the Army inventory.

b. GPETE enables the current and future force operators and maintainers to correctly measure, calibrate, diagnose, verify, and test systems and components prior to the system or component’s battlefield use or return to the soldier. The Army must provide maintenance and repair capability for the fighting force in both peacetime and combat operations.

1.2 OPERATIONAL/MISSION REQUIREMENT

PD TMDE latest software update with the TS-4530A/UPM, NSN: 6625-01-562-0715 will be supported by the purchase of the TS-4530i/TS-4530A Field Maintenance Utility;

Software Part No. 20002054. The current version of the TS-4530A/UPM, NSN: 6625- 01-562-0715 does not have the capability to calibrate TACAN testing.

2.0 REQUIREMENTS

The contractor shall furnish all material and equipment necessary to meet the requirements of this SOW.

2.1 GENERAL REQUIREMENTS

The contractor shall define the necessary tasks and activities to be performed and shall include requirements analysis; functional analysis and allocation for the TACAN calibration procedures. The contractor shall provide the appropriate personnel with experience and knowledge of performing analysis, design, COTS adaptation, integration and testing of the TACAN software for the Test Set, Radar: TS-4530A/UPM, NSN: 6625- 01-562-0715.

2.2 SPECIFIC REQUIREMENTS

2.2.1 The contractor shall deliver ten (10) copies on a standard format Compact Disk Read-Only Medium (CD-ROMs) or Digital Video Disc (DVD) of the T-4530i/TS-4530A Field Maintenance Utility; Software Part No. 20002054.

2.2.2 The Contractor shall deliver a software package that shall be referred to as TS- 4530i/TS-4530A/UPM Field Maintenance Utility, Software Part No. 20002054 within this document. It shall be a menu driven commercially available software package, on a CD- ROM, that shall be a PC-based software tool, compatible with the most current version of Microsoft Windows that provides a field maintainer the ability to support calibration of the TS-4530A/UPM as well as provide a utility for archiving calibration data records. The software shall have the following functionality:

2.2.3 It shall establish communications with the Test Set, Radar through the internal USB (Mini B) that allows for reading the Test Set, Radar model, serial number, SW version, current date and downloading the current calibration data.

2.2.4 It shall verify downloaded current calibration data against archival copy, if available.

2.2.5 It shall enable the calibration function in the Test Set, Radar by moving one or more internal jumpers within the Test Set, Radar.

2.2.6 It shall provide screens for step-by-step calibration of the Test Set, Radar and calibration control of the Test Set, Radar.

2.2.7 It shall generate the calibration file, upload the file to the Test Set, Radar and archive a copy of the calibration on the computer.
