About this file

This Statement of Work (SOW) details a two-week test of InfraRed (IR) laser beam propagation at the Townes Institute Science and Technology Experimentation Facility (TISTEF) at the University of Central Florida's Kennedy Space Center. The Naval Undersea Warfare Center Division, Newport (NUWC) is developing a capability to remotely generate underwater sound from the air, which requires understanding optical energy loss as lasers propagate through maritime atmospheric conditions. The contractor will provide facility services, test preparation, and operational support including daily labor, weather data collection, equipment setup, and coordination with Kennedy Space Center safety offices.

Key technical requirements include assisting with test planning, configuring range tests with backstops and weather instruments, providing daily operational support, collecting and reporting weather data, and ensuring all contractor personnel complete Laser Safety Training. The test is sponsored by the Office of Naval Research (ONR) under Research, Development, Test & Evaluation, Navy (RDT&EN) funding. Security provisions mandate adherence to controlled unclassified information (CUI) protocols, with strict guidelines on information handling, reporting, and public release restrictions. The test supports the SS1501 Laser Sensors & Systems program and will follow industry safety standards for laser use.

STATEMENT OF WORK (SOW)/PERFORMANCE WORK STATEMENT (PWS)

Laser Atmospheric Propagation Test at TISTEF

1.0 Background

The Devices, Sensors & Materials Research & Development Branch (Code 1512) of the Science and Technology Division (Code 151) of the Naval Undersea Warfare Center Division, Newport is to measure InfraRed (IR) laser propagation through the maritime atmosphere. NUWC is developing a capability to remotely generate underwater sound from the air. The feasibility of this project relies on understanding and mitigating the optical energy loss as the laser propagates through the atmosphere such that sufficient optical energy is deposited onto the water surface to generate the acoustic signal. Laser propagation must therefore be measured under high humidity atmospheric conditions similar to that above the sea surface. Optoacoustic transduction requires testing at an open-air test facility that can accommodate laser beam propagation over distance within maritime atmospheric conditions.

1.1 Places of Performance

The test is to be conducted at the contractor’s facility, the Townes Institute Science and Technology Experimentation Facility (TISTEF) Center for Directed Energy at the University of Central Florida (UCF), Kennedy Space Center (KSC), Florida.

1.2 Authorized Users

This contract is applicable to the Laser Transduction Laboratory (LTL) of the Sensors and SONAR Department, Code 15, of the Naval Undersea Warfare Center Division, Newport, RI. The Requiring Department codes that are authorized to use the contract/task order are

NUWC 1512.
