STATEMENT OF WORK
FOR
Taxi-hailing Services
AT
United States Embassy, London 33 Nine Elms Lane London, SW11 7US
US EMBASSY, LONDON – GSO
APRIL 2024
1. Summary:
The U.S. Embassy London has a requirement for taxi-hailing services and intends to award Blanket
Purchase Agreements (BPAs) to one or more responsible vendors. A BPA is similar to a credit account established with vendors under which numerous orders may be issued. It establishes no contractual obligation until an order is issued and a delivery is made. BPAs will be in effect for a period of five years upon award or until the determined maximum amount has been spent, whichever occurs first.
Please note that the award of a BPA does not guarantee any quantity of business and that the
Government may choose to award BPAs to more than one vendor and rotate business.
2. Product/Service Description & Requirements:
To express interest in this opportunity, the Vendor should provide:
• Company details, including Company House listing.
• Description of their app-based system which allows real-time and pre-scheduled hailing of licensed London official “Black Cab” taxis.
• Example of their monthly consolidated invoice to show how it will provide details of individual journeys (name of traveler, their business unit or cost center, address to/from and price) so that there is no need for individual travelers to make a real-time payment for their journey.
• Key personnel to be involved – include roles and names where possible for clarity.
• Pricing information.
• SAM registration status/UEI number
While any member of the Embassy’s procurement department and any General Services Officer may place calls under this BPA, it is anticipated that the majority of call orders shall be raised by the
Embassy’s Motorpool Supervisor.
3. Next Steps:
Interested vendors should provide all information as outlined in Section 2 and any other information that would enable the requesting office to determine whether a BPA would be suitable. Please submit this information to LondonProc@state.gov by 17:00 GMT on Thursday May 30, 2024.

Standard US Government payment terms of 30 days from receipt of a correct and proper invoice apply.
