About this file
This is a Statement of Work for the replacement of the 17th Security Forces Squadron (SFS) Combat Arms Training and Maintenance (CATM) target retrieval system at Goodfellow Air Force Base. The 17th Contracting Squadron intends to award a sole-source, firm fixed-price contract to Action Target Inc., the Original Equipment Manufacturer and incumbent maintenance provider of the existing system installed in 2009. The replacement system must comply with UFC 4.179-02 Small Arms Ranges standards and integrate seamlessly with the existing proprietary firing range ecosystem at the installation. Action Target Inc. is located at 3411 S Mountain Vista PKWY, Provo, Utah 84606-5563 (CAGE: 0N2W7) and currently holds the maintenance contract through 2027.
The sole-source justification is based on Action Target's unique qualifications as the OEM with exclusive proprietary knowledge of the engineering, control software, and safety interlocks; their role as the incumbent maintenance provider since 2008 with proven performance history; and their specialization in systems designed to meet specific Air Force Courses of Fire. The Government determined that awarding to another contractor would void warranties on the installation and compromise the integrated system's required criteria. No other vendors are authorized by Action Target to provide these services without risk to system integrity. The contract will be executed under a single CLIN (CLIN 0001) for the target retrieval system replacement in accordance with the Statement of Work.
