About this file

This document is a Statement of Work (SOW) for maintenance support and spare parts for the NIST-owned Spot Quadruped Robot with arm.

The SOW requires the contractor to provide: 1) Maintenance services to repair or replace the Spot robot to address defects or accidental damage, including shipping, hardware updates, software updates, and access to the Boston Dynamics support center; 2) One spare battery, one spare battery charger, and one replacement front panel for the Spot robot. The period of performance is a one-year base period with two one-year option periods for maintenance services, and spare parts are to be delivered within 8 weeks of order. The primary place of performance for maintenance is at the contractor's facility, and spare parts will be delivered FOB Destination to NIST in Gaithersburg, MD. NIST will conduct inspections and testing to verify successful maintenance and conformance of delivered equipment.

This SOW is related to a Special Notice for a sole source acquisition for these maintenance services and spare parts from Boston Dynamics, Inc., the original equipment manufacturer of the Spot robot, which is proprietary to them. Responses to the notice are due by May 6, 2021.

Statement of Work Maintenance Support and Spare Parts for Spot Quadruped Robot

Background:

The National Institute of Standards and Technology (NIST) is developing performance metrics to quantitatively evaluate the basic capabilities of quadruped robots in unstructured environments. Development of the underlying measurement science supporting such performance metrics requires ongoing experiments conducted here at NIST. The NIST-owned Spot quadruped robot with arm, which was manufactured by Boston Dynamics and is proprietary to this company, is used for these experiments. Ongoing use of the NIST-owned robot is essential to conduct inter-laboratory experiments to establish the “reproducibility” of NIST-developed apparatuses and test procedures.

The NIST-owned Spot robot has recently experienced a technical malfunction that requires it to be repaired. NIST also requires a spare battery and charger for the robot to replace a malfunctioning battery and to decrease charging time. In addition, the front panel on the robot is damaged and needs to be replaced.

Purpose:

The purpose of this acquisition is to procure maintenance support services and spare parts for the NIST-owned Spot Quadruped Robot with arm and its accessories (the “NIST Spot”).

Requirements:

The contractor shall provide the following for the NIST Spot:

1. Maintenance Services (Base and Optional Requirements)

The contractor shall provide:

a. Repair or replacement of the NIST Spot to address defects in material or workmanship that materially affect its operation or performance.

b. Repair of the NIST Spot to address accidental damage that materially affects its operation or performance

c. Roundtrip shipping for repairs and replacements (U.S. domestic shipments only)

d. Replacement or enhancement of NIST Spot hardware as needed in accordance with the then current reliability specifications

e. Software updates for the NIST Spot

f. Access to the Boston Dynamics Support Center

g. Once per service year, discounted replacement of the NIST Spot to address irreparable damage that materially affects its operation or performance

h. Once per service year for Spot Platform Covered Products, one Spot foot tread replacement kit and crash protection panels – four legs, front and rear panels

2. Spare Parts (Base Requirement)

The contractor shall provide spare parts for the Spot Quadruped Robot as identified below. All parts shall be new and compatible with the Boston Dynamics Spot Quadruped Robot with arm. All parts shall be provided with the Boston Dynamics standard warranty.

· One (1) Battery

· One (1) Battery charger

· One (1) Front panel assembly

Period of Performance:

The period of performance for maintenance services shall be one year from date of award followed by two subsequent one-year option periods.

Spare parts shall be delivered within 8 weeks from contractor receipt of order.

Place of Performance:

The primary place of performance for maintenance services shall be at the Contractor’s facilities.

Spare parts shall be delivered Freight on Board (FOB) Destination to the following address:

National Institute of Standards and Technology Shipping and Receiving 100 Bureau Drive, Building 301 Gaithersburg, MD 20899

Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify successful maintenance service performance and to verify conformance of delivered equipment. Such tests and evaluations, if performed, shall be conducted at the NIST campus. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

NIST will conduct an inspection following maintenance services to test the equipment and ensure proper working order in accordance with manufacturer’s specifications. NIST will conduct an inspection of delivered parts for conformance to the specifications identified in this document, as well as to identify any defects or damage from transport. NIST will accept or reject services immediately following provision and will accept or reject equipment within 10 business days of delivery.

The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.

Facility Access Details Routine contractor access to Government facilities is not required. NIST will provide visitor’s access to NIST facilities and equipment if needed for performance of this requirement; contractor personnel requiring access to NIST facilities for maintenance services visits shall present acceptable identification as appropriate for the NIST Security Office.

Risk Level Assessment This requirement is identified as Information Technology No-Risk and Non-Information Technology No-Risk. The contractor shall have no access to NIST information technology and will not be present at the NIST campus for more than three consecutive days.
