About this file
This is a Statement of Work (SOW) for the 19th Special Forces Group (Airborne) for execution of a 3-day/2-night CORE Family Resiliency Event supporting the Preservation of the Force and Family (POTFF) initiative. The event will accommodate 20–25 military families (70–80 total participants) at an isolated, high-country outdoor adventure venue strictly located within Utah. The contractor must deliver evidence-based resiliency training across Body, Mind, Spirit, and Family pillars through an immersive camping environment that incorporates basecamp setup and outdoor navigation as required curriculum components to build team cohesion.
The contractor must provide credentialed Subject Matter Experts including mental health professionals with active state licensure (LMFT, LCSW, LPC) or Ph.D. in Psychology, Kinesiology, or Health Science; outdoor leadership staff with Master's or Doctorate degrees in Recreation Administration, Outdoor Leadership, Kinesiology, or related fields; and safety/field staff with current Wilderness First Responder (WFR) or Wilderness First Aid (WFA) certification plus CPR/AED. The venue must include a headquarters cabin for command staff, secure Family Basecamp area, instructional/dining areas with tables and chairs, adequate parking, continuous access to clean potable water, and functional sanitary toilet facilities sized for 70–80 personnel. Four Contract Line Items (CLINs) address Event Management (comprehensive planning, SOF-tailored curriculum development, risk management, registration, and After-Action Report); Educational Programming (CORE curriculum delivery including leadership instruction, spouse wellness workshops, youth Mini-Q Course, and guided reflections); Basecamp Infrastructure (provision, setup, and teardown of tents, sleeping bags, sleeping pads, and safety signage); and Event Administration (liability insurance, administrative permits, participant reporting, and coordination with 19th SFG(A) S4). The contractor shall provide high-nutrition, balanced meals including hot breakfast and lunch on Day 2, nutrient-dense trail lunch and communal hot dinner on Day 2, hearty breakfast and closing deli bar on Day 3, with Day 1 dinner only. Twenty-four-hour hydration stations and high-energy snacks must be maintained throughout all rotational skill stations and breakout sessions. Performance outcomes expected to result from execution include improved soldier readiness through enhanced emotional regulation and stress recovery, family stability through improved spousal communication, and accelerated peer-to-peer network building to mitigate geographic isolation among National Guard SOF families.
