About this file

This is a Statement of Work (SOW) for commercial internet service installation and management at the Utah Test and Training Range (UTTR) Oasis Compound. The contractor shall provide a turn-key solution delivering dedicated 100 Mbps download and 10-20 Mbps upload circuits with unlimited data usage to six facilities (Buildings 40011, 40020, 40065, 40085, 40086, and 40100). Device connectivity must be via Wi-Fi 6 or better wireless access points capable of supporting multiple users and devices, live streaming, video conferencing, and cellular service over Wi-Fi. The contractor is responsible for site surveys, equipment procurement and installation, core network component upgrades, integration and testing, network optimization, training, and ongoing maintenance with willingness to travel to the UTTR for repairs as needed.

Deliverables include a site assessment report, hardware and software inventory, installation and integration report, testing and optimization report with heat maps showing coverage areas and dead spots, training materials, and a final comprehensive project report. Acceptance criteria require strong and consistent Wi-Fi coverage in all designated areas, minimum speed performance of 100 Mbps download and 10-20 Mbps upload, capacity for simultaneous multi-device connections without degradation, compliance with industry standards and regulations, comprehensive staff documentation and training, thorough testing of performance and security criteria, and TAA-compliant equipment. The contractor shall notify the point of contact, Donald Bingham (75 CES/CEORV, 801-777-0355, donald.bingham@us.af.mil), before beginning work. The period of performance requires work to commence within 5 business days of contract award and be completed within 180 days. A detailed cost estimate will be provided separately, with changes to scope, schedule, or cost requiring formal approval from both parties using a change request form.

3. Scope of Work

The internet service provider (ISP) shall provide all expertise, labor, equipment, materials, lifts, testing, transportation, and supervision to provide a turn-key solution for the installation of a dedicated 100 Mbps circuit (100 Mbps download, 10 - 20 Mbps upload) with unlimited data usage to each of the facilities listed above. Device connectivity shall be via wireless access points (Wi-Fi 6 or better). Circuits shall support multiple users and devices, live streaming, video conferencing and cellular service over Wi- Fi. Contractor shall be responsible for surveying each facility in order to maximize signal strength and quality of service while taking into consideration physical obstructions (walls, floors), and strive to minimize latency and interference. The ISP should be able to monitor network performance and provide proactive maintenance to help prevent and resolve issues. Contractor shall be willing to travel to and from the UTTR for maintenance/repair if needed. The network shall be scalable to accommodate more devices and higher data rates for future growth.

The scope of work for the commercial internet service and infrastructure upgrade shall include but not limited to:

• Site Survey and Assessment: Conduct a detailed survey of the building to assess current capabilities, equipment conditions, and site readiness for upgrade.

• Equipment Procurement and Installation:

- If required and based on the site survey, procure new routers, antennas, and other necessary hardware

- Install and configure new hardware.

• Core Network Upgrade:

- Upgrade of core network components including switches, routers, and servers.

• Integration and Testing:

- Integration of upgraded and new commercial WiFi into the existing network.

- Comprehensive testing to ensure all systems function correctly and meet performance requirements.

• Network Optimization:

- Post-installation optimization of network parameters to ensure maximum efficiency and quality of service.

- Continuous monitoring and fine-tuning during the initial operation period.

• Training and Documentation:

- Provide training for staff on the operation and maintenance of the upgraded infrastructure.

- Supply detailed documentation on all new equipment, software, and network configurations.

4. Deliverables:

a) Site Assessment Report: Detailed report of findings from the site surveys and assessments.

b) Hardware and Software Inventory: List of all procured and installed equipment and software.

c) Installation and Integration Report: Documentation of all installation and integration activities.

d) Testing and Optimization Report: Results of all testing and network optimization activities.

e) Training Materials and Sessions: Training materials and records of training sessions conducted.

f) Final Project Report: Comprehensive report covering the entire upgrade project, including lessons learned and recommendations for future improvements.

6. Responsibilities

Customer:

• Provide escorts and access to the facilities and needed rooms.

• Approve the procurement of equipment and software.

• Participate in regular project meetings and reviews.
