STATEMENT OF WORK

The Contractor shall furnish a driver, tractor, and refrigerated trailer unit for transporting and storing seedlings from a designated nursery to two (2) sites specified by the Government.

The refrigerated trailer shall be parked at the Government specified sites and will serve as the cold storage facility for storing the seedlings during the planting season.

Period of Performance: This contract will cover the period from 1 December 2022 thru 31 March 2023.

DETAILED REQUIREMENTS:

The Contractor will be required to deliver approximately 150,500 bareroot hardwood seedlings and 60,000 bareroot pine seedlings from the nursery located near Selma, Alabama (ArborGen). The tractor/refrigerated trailer unit will be used to transport seedlings (f.o.b. nursery) from the nursery to two (2) designated delivery sites. The delivery sites (see included maps) are located at:

JARVIS TRACT - Anguilla, MS: Estimated 12 days storage. One (1) shipment required to transport 150,500 bareroot hardwood seedlings.

BAYOU BODCAU TRACT – Haughton, LA: Estimated 6 days storage.

One (1) shipment required to transport 60,000 bareroot pine seedlings.

After a refrigerated trailer has been delivered and parked at a designated site, the contractor shall assure that it is operating properly and maintaining a specified temperature of 38ºF to 43ºF. The refrigeration capacity of the unit must be such that the system can maintain a constant temperature of 38ºF to 43ºF inside the trailer. The refrigeration unit must have a digital or gauge display that indicates the set point (Fº) and the temperature inside the trailer (Fº).

Since the refrigerated trailer will be in use during the winter months, the diesel engine will not need to run continuously.

The cooling unit must be equipped with the Cycle Sentry Start\Stop Control System. The engine shall have an easily accessible On-Off switch in case of an emergency.

The trailer (cold storage unit) shall have a 50-gallon fuel capacity (minimum). If required, Corps of Engineers personnel will be responsible for furnishing diesel fuel and engine oil to operate the cooling unit while it is parked and operating at the storage site. The Contractor will be responsible for furnishing diesel fuel while the trailer is in transit from the nursery and must assure the fuel capacity is within 75% of the total at all drop points. The Corps of Engineers Representative will make minor maintenance checks (fuel, oil, belts, gauges, etc.). The Contractor will be responsible for all maintenance (other than Government supplied fuel and oil) that may be required during the contract period. If the refrigeration unit develops any operational problems, the Government will immediately notify the Contractor. Upon notification, the Contractor must make the required repairs within 24 hours. If unable to make corrective repairs within the specified 24-hour period, the Contractor shall replace the defective trailer unit with an operational unit.

The contractor is responsible for pick up and return of the refrigerated trailer unit after seedlings are removed.

INSPECTION:

Inspections shall be performed by a Corps of Engineers Representative to ensure that the Contractor meets all the specifications. It is mandatory that the Contractor complies with the delivery schedules to guarantee a continuous supply of seedlings to the reforestation projects. This is necessary to ensure that planting operations are accomplished within the allowable time limits.

BILL OF LADING:

A Bill of Lading or Packing List must accompany each seedling shipment and/or load. This indicates the number of packages and species shipped and will be used by the Government Representative to inspect each shipment.

NOTIFICATION:

A Government Representative will notify the Contractor approximately 48 - 72 hours prior to the desired delivery date.

The Contractor will be required to be at the nursery at a government specified time and date to pick up the load. Nursery personnel will be responsible for loose loading the carrier with the designated quantity and species of seedlings.

The Contractor will not be required to load or unload seedlings at any destination.

CONTRACTOR SUBMITTALS AND EVALUATION:

EVALUATION FACTORS:

The government intends to make a Single Firm Fixed Price award.

Offers for less than the required items specified in the Request for Quote, and Request for Quote bidding schedule will not be accepted.

The Government intends to award without discussions, while reserving the right to hold discussions (if determined by the Contracting Officer to be in the Government’s best interest).

Offerors are encouraged to provide their best proposed pricing in their initial offer.

52.212-2 EVALUATION--COMMERCIAL ITEMS

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

FACTOR 1 Technical and Management Capability (Acceptable/Unacceptable) FACTOR 2 Past Performance (Acceptable/Unacceptable) FACTOR 3 Price

(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

It is incumbent upon the offeror to submit sufficient information for the Government to make a determination of technical and management capability, and satisfactory past performance. Failure to submit sufficient information for the government to determine technical and management capability, satisfactory past performance, or price may be cause for rejection of an offeror’s quote.

The offeror shall provide sufficient documentation of technical and management capability, by including technical literature, brochures, equipment list, documentation of experience of similar actions, and meeting equivalent delivery schedules for like materials on contracts of a similar type, size, scope & complexity, and any other information to enable the Government to determine the offeror’s capability.

(1) Technical & Management Capability - offerors shall be evaluated on an (acceptable/unacceptable) basis considering the following sub-factors:

a. Capability to complete work in accordance with the project scope of work, to all specified locations within the Vicksburg District boundaries, located in the states of Louisiana and Mississippi.

b. Capability to complete work on schedule.

(2) Satisfactory Past Performance - Past Performance will be evaluated on an (acceptable/unacceptable) basis. To demonstrate satisfactory past performance the offeror shall provide documentation of satisfactory performance on past or current contracts of a similar type, size, scope, and complexity, performed within the last 10 years, as well as provide references, including names and contact information of references who can verify their past performance.

The Government’s approach to evaluating past performance is to check the references provided by the offeror to verify satisfactory past performance as well as data obtained from other sources available i.e., government database, past contract files, etc. The offeror is cautioned that while the Government will consider data from other sources, the burden of demonstrating satisfactory past performance rests with the offeror.

The Government’s assessment will focus on contracts that meet the following conditions:

Recency. Only contracts that were performed or awarded within the last ten (10) years will be considered.

Relevancy. Only contracts which were/are relevant in scope will be considered.

(3) Price - Price quotes will be examined to determine the extent to which proposed prices are comparable with the Government estimates, and previous procurement history, and a determination will be made of price reasonableness. The Government may reject any proposal that is determined to be NOT fair and reasonable, unrealistically high, or low in price when compared to Government estimates, or are unbalanced, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the requirements.

All proposals will be evaluated for price, from prices presented on the fully completed bidding schedule, based on the total of all line items. Pricing that is determined to be unrealistic may result in the rejection of an offeror’s proposal.

The offeror shall provide a copy of the completed Bidding Schedule with their proposal.

Offerors must provide pricing on the entire bid schedule.

Failure to provide pricing on all CLINs within the bidding schedule will be grounds for rejection of your proposal.

Unbalanced Pricing: Unbalanced pricing exists when one or more contract line item is significantly over or understated as indicated by the application of cost or price analysis techniques. Proposal CLINs shall be analyzed to determine if proposed CLIN prices are unbalanced. An offer may be rejected if the Contracting Officer determines that the lack of balanced pricing poses an unacceptable risk to the Government.
