About this file

This is a Statement of Work for the procurement of horizontal pressure autoclaves by the Customs and Border Protection (CBP), Office of Field Operations, Detroit Field Office. CBP intends to procure up to 4 horizontal 400-liter capacity sterilizers to treat quarantine materials and regulated waste at two land border ports of entry in Michigan: three units for the Gordie Howe International Bridge (380 S. Campbell St. Detroit, MI 48209) and one unit for the Area Port of Port Huron Bluewater Bridge (2321 Pine Grove Avenue Port Huron, MI 48080). The sterilizers must meet specific technical requirements outlined in the USDA APHIS Regulated Garbage Program Manual, including the capability to heat regulated garbage to 212°F (100°C) and maintain that temperature for 30 minutes, possess a built-in automatic time and chamber temperature data logger/recorder to document each processing cycle, and include a method to print or save data for logging (with software specifications required if separate software is necessary). Additionally, the equipment must be capable of connecting to existing water supplies for filling and draining and support at least 220V power supply, with 380V potentially requiring further installation.

The period of performance is set for April 1, 2026. The government will provide water and electricity supplies in government-owned buildings and will designate a suitable delivery and storage area upon arrival. Service providers will have access only to delivery areas and will require supervision; they will not require access to government systems and will not be issued building access keys or cards. The work is unclassified in nature, and a point of contact will be provided to verify the exact number of units required per site.
