Signature Management Exercise, Experimentation and Demonstration Technical Support
Background: Recent technical developments have enabled significant performance improvements for airbase signature management and passive defense in theater operations. The significance on tactical operations in an Area of Responsibility encompasses the breadth of CONOPS elements to include vulnerability, survivability, lethality, readiness, operational strength, logistics requirements, operational footprint and campaign strategy/planning. Recent prototypes have clearly demonstrated potential signature management and passive defense capabilities for Agile/Resilient basing concepts, which can positively affect performance of weapon systems, logistics, infrastructure, and operations.
HQ USAF/A3 has a requirement to design, engineer, manufacture, test, evaluate, demonstrate and deploy prototypes to support initial Agile/Resilient airbase test and evaluation. Intent is to capture airbase, ground vehicle, aircraft, and related infrastructure survivability and vulnerability metrics in support of scalable airbase signature management and passive defense. Data developed in this effort, combined with previous T&E results, will be analyzed using relevant methodologies to inform decisions affecting follow-on development efforts, procurement, and potential changes to implemented concept of operations techniques. This initiative addresses an immediate in-theater requirement by delivering technology, engineering design, operational impact, and technical information that could be incorporated into Command and Control activities for target analysis and risk mitigation planning and assessments. In addition, this initiative is postured to scale production of additional prototypes for assessment in unique operational environments and also to possibly support rapid fielding.
Scope: The contractor shall provide all labor, materials, and travel necessary to plan, design, develop, integrate, operate, test and evaluate capabilities to address the vulnerability and survivability performance of Agile/Resilient airbase component representations. The contractor shall provide hardware and software design and modification, development, integration, testing, hardware, and software to support system development, system event integration and testing, and risk management activities. Contractor will have access to Defense test and evaluation facilities for operational assessment. This activity will support development and testing efforts, modification, integration, training and field exercises. Workloads may include design, development, and modification of support equipment, spares, special tools, models, test equipment, technical data gathering, test/evaluation analysis, and recommendations for incorporation of signature management and passive defense techniques and methods into Agile/Resilient basing operations. Option should exist to procure and support prototype capabilities for operational user assessment and possibly to support rapid fielding.
Tasks:
The contractor will interface with HQ USAF/A3, USAF, and other DoD stakeholders (Services, CCMDs, DoD Agencies) to ensure agile/resilient base signature management and passive defense capabilities are appropriately coordinated and integrated with customer requirements. The contractor shall evaluate the effects of proposed modifications and improvements on airbase integration and interfaces with other systems, system performance, system operations, and system sustainment.
Contractor will develop concept of operations for scalable Agile/Resilient airbase operations to provide requirements definition.
Contractor will develop system architecture and define key system attributes (KSAs) and key performance parameters (KPPs) to define component specifications for agile/resilient airbase vulnerability and survivability.
The contractor shall evaluate commercial-off-the-shelf (COTS), modified COTS, and emerging signature management and passive defense technologies to determine applicability to support and test multiple agile/resilient airbase component signature representations, utility, and sustainment throughout their lifecycle.
The contractor shall develop novel coating materials for increased or new operational signature management performance requirements. This will include the integration of the novel materials with the representative article’s geometric properties and physical orientation, considering the impact of the novel material’s chemical and physical properties on the representative article’s signature, operational utility and sustainment. The contractor shall review technical and program documentation in support of emerging Radio Frequency (RF) and Electro-optical/Infrared (EO/IR) Electronic Warfare (EW) technologies, methodologies, and both blue force and adversarial Tactics, Techniques and Procedures. The contractor shall provide training to teams in specialty areas of significant complexity and scope. The contractor shall provide technical and analytical support to stakeholders’ and customer service organizations’ EW requirements. The contractor shall conduct data analysis in support of testing and training EW requirements.
The contractor shall plan, design, manufacture, integrate, operate and test Agile/Resilient airbase component capabilities and representations. The contractor shall provide hardware and software design and modification, development, certification, integration, testing, hardware, and software to support HQ USAF/A3 in prototype development, system event integration and testing, and risk management activities. This task encompasses a range of activities:
a. Support development activities for new prototype systems and pre-fielded upgrades.
b. Support development activities for fielded systems that require immediate in-field upgrades or for field deployment prototype evaluations.
c. Support analysis activities for the assessment of fielded systems.
The contractor shall conduct demonstrations and tests of prototype capability and, when necessary, provide operational support to events. This will include coordination with multiple HQ USAF/A3 test and demonstration event customers.
The contractor shall conduct demonstrations and tests of RF and EO/IR EW system representations and, when necessary, provide operational support to events. This will include coordination with multiple test and demonstration event customers. The contractor shall procure computer, storage, and networking hardware and deploy virtual routers, switches, servers, and workstations as well as installing and administering operation systems and enterprise systems for test events. The contractor will be provided access to necessary government facilities.
The contractor shall provide Information Operations environments in support of test and training events. The contractor shall procure, design, deploy, and manage virtual enclaves using various virtualization technologies to support customer driven requirements. The contractor will be provided access to necessary government facilities.
The contractor shall provide modeling and simulation methods for assessing the implications of the integrated Agile/Resilient airbase representations on selected operational concepts and provide optimization of the article designs.
The contractor shall implement value-engineering methods that identify tradeoffs of selected design parameters, logistical support costs, technical achievement, life-cycle management, modifications of operational implementation, and military performance of the Agile/Resilient airbase representations.
The contractor shall procure capacity on approved signature management and passive defense prototypes for increasing level of test and demonstration activity for Agile/Resilient airbase signature management and passive defense, to include increasing number of Agile/Resilient airbase scenarios. This includes executing subcomponent design, procurement, and integration on fielded systems with regard to signature management and passive defense.
Contractor shall maintain and repair equipment to support continued USAF prototype evaluation and rapid fielding activities.
Contractor shall produce operations security (OPSEC) plan(s) and execute appropriate measures/counter-measures to protect critical information and mitigate risks associated with but not limited to prototype development, tests and evaluations, and logistics.
