Additional requirements include external doors on both container ends with internal privacy doors featuring tempered safety glass viewing windows; unobstructed egress for decedents and personnel; high-grade security locks with specific material requirements; a movable body lift with weighing scale; stainless steel counter space, cabinetry, and sink unit with center approach capability; stainless steel wall and ceiling panels; non-slip epoxy or polyurethane flooring with cove base; proper insulation; and comprehensive safety equipment including smoke/CO detectors and fire extinguishers.

The vendor shall provide a firm, fixed price covering design, construction, warranty, delivery, and transportation to Dover AFB. Pricing includes initial on-site training for licensed embalmers and a one-year warranty on all parts and maintenance, excluding normal wear and tear and misuse. Complete documentation must include a parts list, operation and maintenance manuals, warranty information, and detailed concept plans showing internal and external views with component placement, dimensions, and routing for HVAC, electrical, water, and wastewater systems. Final acceptance is contingent upon successful on-site testing and inspection at AFMAO. Contractor personnel requiring base access must provide names and dates of birth at least 21 business days in advance for security clearance coordination.

AFMAO Mobile Embalming Unit – Statement of Work (SOW) April 2025

1.0 Introduction/Purpose: This Statement of Work (SOW) outlines the requirements for the design, fabrication, delivery, and maintenance of a Mobile Embalming Unit (MEU) for the Air Force Mortuary Affairs Operations (AFMAO) at Dover Air Force Base (DAFB), Delaware. The MEU will provide a self-contained, deployable embalming capability to support AFMAO's mission. This SOW details the technical specifications, performance requirements, warranty and acceptance criteria for the MEU.

1.1 Compliance: The MEU shall be fully compliant with all applicable Occupational Safety and Health Administration (OSHA) and Department of Defense (DOD) regulations and standards applicable to mortuaries and funeral home preparation facilities.

2.0 Housing: The MEU shall be housed within a highly durable new 20-foot, high cube (HC), ISO compliant shipping container painted desert tan/beige, suitable for international transportation via air, sea, and land. Water tanks and generator must allow for ease of access for maintenance, cleaning, and bio services. MEU is to be equipped with legs on each corner that will allow for leveling of the unit. Legs on MEU must not interfere with the capability for loading on trailers or aircraft or loading and stacking with other CONEX units on cargo ships. MEU must be constructed of Corten steel, a type of corrugated steel.

Corten steel is known for its durability, rust resistance, and ability to withstand harsh weather conditions. Corten Steel: This alloy is used for the walls, floor, roof, and door frames of Connex containers. Corten steel is a type of weathering steel that forms a protective layer of rust when exposed to the elements, making it ideal for marine transport and material best suited for the MEU.

3.0 Operational Requirements - Embalming Suite: The MEU shall include a complete and functional embalming suite equipped as follows:

3.1 Plumbing: A complete plumbing system with a water heater and VPK pump system capable of providing controlled flow and temperature to all fixtures.

3.2 Water/Sewer Connection: The system must be capable of functioning independently or connecting to both municipal water supply and sewer systems. Water and waste tanks with a combined capacity of at least 1400 gallons.

3.3 Water/Waste Access: External access points that allow for ease of supply/resupply of water and for emptying of waste tanks without requiring the removal of tanks or equipment.

Access point must inset and not expand profile of CONEX. RV type connections.

3.4 Lighting and Power: Multiple OSHA compliant outlets on both sides of the sink, lighting, and power sources throughout the embalming suite to ensure safety and operational efficiency. Must be designed for at least 50 amp.

3.5 Electrical Connection: The system must be capable of connecting to external/municipal electrical power sources for Continental US (CONUS) and outside Continental US (OCONUS) to include the following continents/countries: Africa, South and Central America, Europe, Korea, Japan, Australia, SW Asia, and the Philippines. RV type external connection. Must be designed for at least 50 amp.

3.6 Generator: A self-contained tri-fuel generator with the ability to connect to an external generator/electrical port (50 Amp) for backup power.

3.7 HVAC: An OSHA-compliant HVAC system designed for mortuaries and funeral home preparation rooms. Provide air ventilation, heating, and air conditioning with thermostat control. The system must be capable of maintaining a comfortable and safe working environment in all seasons and climates and meet OSHA regulations for formaldehyde use in mortuary and funeral home preparation rooms. The MEU HVAC system must have a minimum recommended15 air changes per hour with some variation of 12. This ensures rapid replacement of potentially contaminated air. During the embalming process, the system should utilize 100% outside air to effectively remove formaldehyde and other fumes. A Local Exhaust Ventilation (LEV) system, consisting of slot hoods or other capture devices, is recommended to directly remove formaldehyde emissions from the embalming process. The system must meet OSHA's permissible exposure limit for formaldehyde (OSHA standard 1910-1048) (0.75 ppm as an 8-hour TWA). Proper Placement of Air Supply and Exhaust should be supplied above the head of the embalmer and exhausted at the foot of the embalming table or floor. General HVAC should support temps between 65-68 degrees F. This temperature will be controlled via the embalmer through a thermostat. This temperature is adequate for reducing the development of microorganisms and keeping the human body from further decomposition. The embalmer should be comfortable in the preparation procedures given this temperature guideline taken in to consideration the construction of the MEU to provide the best ambient temp.

3.8 Egress: Easy and unobstructed egress points for decedents, personnel, and equipment. External CONEX doors on both ends of CONEX with separate internal privacy doors for preparation space that allow for airtight closure and ease of entry and ext. Privacy door must have a viewing window approximately 11X 8.5 inch glass must tempered safety glass for easy viewing.

3.9 Safety Equipment: OSHA/DOD/ANSI compliant safety equipment, including smoke/CO detectors and a fire extinguisher.

3.10 Security: The ability to securely lock all doors (CONEX entry doors from outside and privacy doors from inside and outside). The MEU outer doors must have high-grade galvanized steel lock rods, these can be either stainless or aluminum. Swing door locks will use 7075 aluminum alloy and have the ability to use a cast steel padlock for locking.

Inner doors may utilize a commercial grade office door handle key lock mechanism.

3.11 Construction - Durability: All materials used in the construction of the MEU shall be robust and durable enough to withstand vibration and shock from loading and unloading and movement on various modes of transportation over sea, air and land. MEU must also be designed to operate in and withstand environmental conditions ranging from extreme cold and heat to heavy snow, rain, wind and dust storms. All materials must be securely fastened and meet applicable fire safety standards.

3.12 Body Lift: Movable body lift attached to ceiling via track system with long adjustable straps and equipped with a scale to measure weight of decedents in pounds and kilograms.

3.13 Hazmat Lockers: Not Required

3.14 Cabinetry and Shelving: Fixed stainless steel counter shelf space equipped with florescent light above the sink/faucet back splash that extends from the length of the sink unit.

3.15 Counter Space: Counter space shall be constructed of stainless steel and accommodate two embalming machines and instruments when processing human remains on the area over the sloping angle of the sink. The counter space is to be constructed in such a way that above the sloping angle from each end of the sink unit there are perforated stainless steel panels that provide a horizontal platform that can hold up to four embalming machines. AFMAO provides embalming machines.

3.16 Sink: Embalming Sink with Center Approach. Unit shall be constructed of stainless steel and continuous design with no crevices and have a sloping angle from each end leading to the drain on each side of the sink. The sink unit is to be constructed in such a way that above the sloping angle from each end there are perforated stainless steel panels that provide a horizontal platform that can hold up to four embalming machines. Must have hot/cold water fixture with wrist blade handles and gooseneck faucet, two sink spray assemblies with high pressure hose, two (2) F.F.C.I. electrical receptacles, l, vacuum Hydro Aspirator with sink having a sloping angle leading to the drain and equipped with garage disposal unit. Sink shall incorporate two drawers, one on each side, constructed from stainless steel the same as the sink, back splash and overhead counter space must extend from end to end.

3.17 Wall/Ceiling Finish: Walls and ceilings shall be constructed using stainless steel panels for easy cleaning and sanitation.

3.18 Floor/Counter Material: Floors shall be constructed of a non-porous material suitable for embalming procedures and resistant to spills and chemicals. Floor must be constructed of a non-slip surface and allows for ease of cleaning with standard broom and mop. MEU must have a Resinous Floor (Epoxy, Polyurethan) and require professional installation for proper application, sealing, and performance. This makes it easy to clean and sanitize is resistant to chemicals, durable and seamless. Flooring must have a “Cove Base” to prevent dirt and debris from collecting at the floor-wall junction and to facilitate cleaning.

3.19 Insulation: The unit shall be properly insulated to regulate temperature and minimize condensation.

4.0 Pricing: The vendor shall provide a firm, fixed price for the design, construction, warranty, and delivery of the MEU. This price shall include the costs outlined in Section 4.1 (Base Year).

4.1 Base Year: Pricing for MEU delivery and initial onsite training with AFMAO personnel.

4.2 1 Warranty: 1-year warranty on all parts and/or maintenance.

4.2.1 Warranty exclusions post 1-year: normal wear and tear and misuse by AFMAO personnel are not included in warranty.

5.0 Transportation: The vendor shall include the cost of transportation of the completed MEU from their facility to AFMAO, Dover Air Force Base (DAFB), DE.

6.0 Training: The vendor shall provide initial on-site training to licensed embalmers at AFMAO on the operation and maintenance of the MEU.

7.0 Documentation: The vendor shall provide all necessary documentation, including:

• A complete list of all parts and materials used in the construction of the MEU.

• Operation and maintenance manuals for all equipment.

• Warranty information for all components.

• Concept plans that include a detailed diagram showing the MEU with all components placed in their proper arrangement within the CONEX. Diagrams must show MEU internal and external views and from several angles and showing placement and listing dimensions of key features and equipment, that include but are not limited to; doors, floors, walls, ceilings, HVAC system, controls for operating HVAC and routing for HVAC ducting, all power outlets and fuse box(es), routing of electrical wiring, generator and controls for generator, location of water and wastewater tanks, routing of water and wastewater lines and access ports for filling and draining water and wastewater tanks.

8.0 Site Acceptance Testing: Final acceptance of the MEU will be contingent upon successful on-site testing and inspection at AFMAO.

9.0 Security: Base access to Dover AFB is required for delivery and any subsequent visits related to maintenance or training. As routine access is not required, the Contractor's personnel shall coordinate with the designated AFMAO Point of Contact (POC) for escort onto the base. The Contractor is responsible for ensuring all personnel accessing the base have appropriate identification and comply with all base security regulations. Prior to any scheduled visit, the Contractor shall provide the AFMAO POC with the full names and dates of birth of all personnel requiring base access. This information must be submitted at least 21 business days in advance of the planned visit. The government will not be responsible for delays caused by the Contractor's failure to comply with these security requirements.
