Location Map:

Statement of Work: “Replace Building 1 BAS & Controls”. This project is located at Building #1, R. W. Harned Building, USDA ARS MS State at 150 Twelve Lane, MS State, MS 39762

Contractor will provide all new equipment, labor and materials for the tasks included in this SOW. Contractor to Demo existing BAS Johnson Controls automated logic controllers, other devices and controllers. Contractor to install new BAS (Honeywell web based BACnet communications is preferred, Automated Logic Controls or JACE Niagara is acceptable) system with all new wiring and devices stated in the SOW to operate fan coil units, chiller, boilers, motor starters, and exhaust fan system for the R.W. Harned Building #1 at ARS MS State.

Project Objective: The objective of this project is to demo the existing BAS Johnson Controls, and other BAS controls, devices, actuators, sensors, and wiring. Contractor to install a new BAS BACnet communications Honeywell web based, Automated Logic Controls or JACE Niagara controllers hard wired. Contractor to install and hard wire all field devices, actuators, water valves, sensors to operate fan coil units, chiller, boilers, exhaust systems and motor starters. Contractor to license and commission the new BAS with a 5 year Maintenance Agreement, and 16 hours of training, Preference will be given to contractors within a 200 mile radius from location from Building #1 (R.W.Harned Bldg.) at ARS/USDA MS State. USDA prefers a certified Honeywell vendor, Automated Logic Controls or a certified Niagara JACE controller Vendor. This Project is located within Bldg. #1 R.W. Harned Bldg., USDA-ARS MS State, 150 Twelve Lane, MS State, MS 39762.

Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be obtained through:

https://www.sam.gov Site Visit: Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. This project is located at USDA-ARS in MS State, MS.

Site Visit Date. Site Visit for all interested offerors will be Wednesday, April 19, 2023, at 9:00 a.m. Central Time. Location Contact: Mike Wilson, Phone: 662-320 7389, Email: mike.wilson@usda.gov.

Utilization of Bio-Based Products: The contractor shall utilize products and material based from bio-based materials, (e.g., bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of the work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at:

https://www.biopreferred.gov Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 7 days of contract award. The Plan shall include phone numbers and maps to the local Dr. Office and nearest Hospital.

Base Bid: in Building 1, contractor to demo old Johnson Controls and automated logic controllers, and other BAS controls, field devices, actuators, sensors, and water valves on all fan coil units and AHU’s, contractor will provide all new equipment, materials, and labor necessary to install, license and commission an integrated BAS via BACnet Communication Honeywell, Automated Logic Controls or Web JACE system, contractor to install controllers, field devices, actuators, water valves, sensors, and wiring to operate all new fan coil units chiller, boilers, exhaust fan system and motor starters. Contractor to provide a 5-year Maintenance Agreement for BAS system, 16 hours of training to USDA personnel, contractor to generate BAS frontend graphics, contractor to license and commission the software. Software and graphics will be installed on a new USDA supplied BAS Web Supervisor computer at a central location at the ARS to be interfaced for access by multiple end users using E-authentication and for web base end users.

Task List:

· Demo existing Johnson Controls BAS and automated logic controllers, any other controllers, field devices, actuators, sensors on all fan coil units

· Demo controls, disconnects and electrical wiring.

· Install new controls, disconnects, actuators, sensors and new electrical wiring to operate 33 newly installed fan coil units to schedule and run from the new BAS program. Comment by Magee, Kevin - ARS: This project is just the BAS correct?

· Install all new BAS controllers, field devices, pipe sensors, mechanical actuators on all fan coil units and AHUs for automatic operations.

· Install all new room sensors with a 5-degree differential to cycle room temperatures.

· Install new connectivity wiring to all devices to interface BACnet communications.

· Install new software with BAS frontend graphics designed to match chiller, boilers, AHU’s, fan coil units, exhaust systems and motor starters with scheduling, temperature readings for indoor zones, outdoor temperature readings, operational status readings, lead/lag scheduling, trends, and alarms with real-time facility data and performance.

· Test and balance all devices and verify the operations manually and automatically through the BAS.

· Contractor to License and commission software

· Contractor to provide a 5-year Maintenance agreement for the BAS system.

· Contractor to provide 16 hours of training over a 6-month period for end users to learn and operate the BAS for scheduling, and operations of the controls, sensors, water valves, motor staters, actuators and equipment.

All proposals shall be in unlocked MS Word format and all cost proposals shall be detailed and presented in unlocked MS Excel format with formulas working.

Contractor Responsibility:

1. Contractor will verify all dimensions and site conditions prior to beginning work.

2. Contractor will perform the work as listed in the above outlined Base Bid.

3. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.

4. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

5. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

6. Contractor must always have a Foreman on the job while working on this project.

7. Contractor will provide their own dumpster.

8. Contractor will remove all demolished material and debris from the worksite and dispose off-site.

Material / Submittals:

The Contractor shall supply all materials necessary to successfully complete the project and deliver a functioning system as required. Submittals on all material incorporated into the work, including shop drawings and specifications, used on this project shall be submitted to the EPM and Contracting Specialist as noted in this document. Electronic submittals are acceptable otherwise three written submittals are required.

Execution of Work:

Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work between working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.

Damage to Property:

Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government.

Inspection and Acceptance:

A government representative shall inspect and approve the work performed on this project. The Contractor shall schedule inspection a minimum of 10 days in advance, in writing, to the Contracting Officer.

Project Schedule:

The completion of this project shall not exceed 90 days from date of Notice to Proceed. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration.

Work Hours:

Contractor work hours shall be Monday through Friday, seven (7) A.M. to four (4) P.M. with the exception of Government holidays. Any changes to work schedule shall be submitted to Contacting Officer 1 week in advance for written approval prior to schedule change.
