About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to provide pressure testing using two methods (conformal and Electronic Pressure Velocity and Action Time (EPVAT)) simultaneously on 5.56LE and .223 Remington Arms Company, LLC ammunition. The intent is to standardize specifications for the law enforcement/civilian version of 5.56mm NATO ammunition and establish a formal industry standard through the Sporting Arms and Ammunition Manufacturers Institute (SAAMI). The FBI will provide the testing equipment, ammunition, and pressure barrels, and the vendor will perform the testing at their facility following SAAMI/industry practices. The deliverables include a digital summary of all test results and individual test reports. The contract will be administered by the FBI Redstone Arsenal Field Office.

STATEMENT OF WORK

5.56LE PRESSURE TESTING

For the

Training Division Division

Statement of Work

August 22, 2024

STATEMENT OF WORK

1 Scope

This is a requirement to provide pressure testing using the two methods (conformal and

Electronic Pressure Velocity and Action Time (EPVAT)) simultaneously to get true comparative values. This process requires the pressure testing equipment to be a 3-channel system, acquiring pressure from 3 separate locations at the same time using 5.56LE and 223 caliber Remington

Arms Company, LLC (Rem.) to establish standards for future law enforcement ammunition.

1.1 Description of Services/Introduction

The intent of the conformal and Electronic Pressure Velocity and Action Time (EPVAT) is to standardize specifications for the law enforcement/civilian version of specifically 5.56 “NATO”.

used to establish standards for maximum average peak pressures of chamberings, as well as determining the safety of particular loads for the purposes of new load development.

1.2 Background

The FBI seeks to standardize specifications for the law enforcement/civilian version of 5.56 mm

North Atlantic Treaty Organization (NATO) ammunition. This will allow for improved rifle cartridge performance for law enforcement agencies nationwide. The FBI must perform comparative chamber and gas port pressure testing to gauge the current informal industry standard. This data will be used as a baseline to establish a formal published standard.

The governing body for firearm and ammunition standards in the U.S. is the Sporting Arms and

Ammunition Manufacturers Institute (SAAMI). The FBI must prepare a packet with this data to

SAAMI to establish the formal industry standard. The difficulty in establishing a standard has been the 5.56 mm NATO specifications are established and tested using Electronic Pressure

Velocity and Action Time (EPVAT) testing procedures as established by the United States

Department of Defense. The civilian and law enforcement ammunition industry use conformal testing procedures established by SAAMI. The values generated by the respective methods are from different test sources. The ammunition must be pressure tested using the two methods simultaneously to get true comparative values. This process requires the pressure testing equipment to be a 3-channel system, acquiring pressure from 3 separate locations at the same time. This capability is extremely rare as the industry standard is 2-channel.

3 Requirements

The FBI will supply:

STATEMENT OF WORK GUIDE AND TEMPLATE

• 200 rounds of each type of ammunition to be tested

• 200 rounds of reference ammunition (.223Rem and Military M855)

• 300 rounds of additional ammunition for test barrel break in

• 3 pressure barrels configured as below:

• 5.56 chambered with 3 ports- conformal, case mouth and gas port 1:7 twist

• .223Rem chambered with 3 ports- conformal, case mouth and gas port 1:7 twist

• .223Rem chambered with 3 ports- conformal, case mouth and gas port 1:12 twist

• 24” in length

• The conformal location is the SAAMI .223Rem location (drilled and tapped for

Piezoelectric).

• Case mouth and gas port positions are the 5.56 NATO accepted industry/ DoD locations (drilled and tapped for EPVAT).

• The barrels were manufactured by Bartlein and are configured for use in and industry standard Universal Receiver

TEST PRACTICES

• All pressure testing will follow SAAMI/Industry accepted practices, except for the

EPVAT additions.

• 10 shot tests (plus warming shots)

• Offset will be acquired and applied for both pressure and velocity

• Filter choice will be at vendor discretion, but all tests will be conducted with the same filter

4 Place of Performance

Performance shall be at the vendors facility. Vendor will be required to supply all other equipment required to conduct the testing.

5 Deliverables

1. The FBI BRF requires a digital summary (Excel spreadsheet type) of all test results.

2. The summary sheet will be broken down by ammunition type (product code and lot number) documenting high, low, average and SD in each barrel for peak pressure at the conformal, case mouth, port positions and velocity.

3. Digital copies of each individual test (Oehler type test summary in a pdf format).

6 Electronic Invoicing Requirements

The Federal Bureau of Investigation (FBI) requires vendors to submit invoices and supporting documentation electronically through the Invoice Processing Platform (IPP). IPP is a secure, web-based electronic invoicing system provided by the U.S. Department of the Treasury’s

Bureau of the Fiscal Service (Treasury) in partnership with the Federal Reserve Bank of St.

Louis (FRSTL). IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency. To learn more about IPP, please visit

IPP.gov.

7 Invoice Submission

Vendors are required to create and submit electronic invoices using the IPP system. Invoices submitted by email will not be accepted. This requirement applies immediately upon contract award. For contract-specific questions, please contact the designated contracting officer for your contract.

Obtaining IPP Access.

If your company has already enrolled in IPP:

You will not be required to re-register. Please contact your company's IPP account administrator so that he/she may add you as an additional user to your company’s IPP Collector account.

If your company has NOT enrolled in IPP:

Your company will be auto-enrolled for IPP using information from your SAM.gov account.

Your company's Primary Electronic Business Point of Contact (POC) will be designated as an

IPP administrator. This POC will be contacted by email to register when the FBI initiates the enrollment process through IPP. To prevent enrollment delays, please ensure your designated

Electronic Business POC in SAM.gov is up to date.

Your company’s IPP administrator will be responsible for initial account registration as well as creating and managing your company’s IPP users and permissions. Please note that due to U.S.

Department of the Treasury guidelines, IPP cannot set up User IDs using a shared email address.

How to register for IPP:

1. Once FBI initiates the enrollment process, your company’s designated Electronic Business

POC in SAM.gov will receive two emails from IPP Customer Support

(ipp.noreply@mail.eroc.twai.gov):

• The first email contains the initial administrative IPP User ID

• The second email, sent within 24 hours of receipt of the first email, contains a temporary password

• You must log in with the temporary password within 30 days

2. Registration is complete when the initial administrative user logs into the IPP web site with the User ID and password provided and accepts the IPP rules of behavior. Additional user accounts, including administrators, can be created after initial login.
