About this file

This is a Statement of Work (SOW) for janitorial services at the National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) Weather Forecast Office in Jackson, Mississippi.

The contract covers approximately 5,300 square feet across two buildings, encompassing multiple floor types: 148 square feet of bare concrete, 2,330 square feet of carpeted areas, 1,012 square feet of computer tile flooring, 360 square feet of ceramic tile, and 1,524 square feet of linoleum tile. The Comm/Elec Room and Equipment Room are excluded from contractor cleaning responsibilities. The contractor must furnish all equipment, materials, and supplies, including trash bags, paper products, hand soap, and cleaning chemicals. All products must be environmentally friendly, non-toxic, biodegradable, and made from renewable sources; a product list and Material Safety Data Sheets must be submitted to the Meteorologist in Charge (MIC) for written approval within five business days after contract award. Specific brand name requirements apply: bathroom tissue (Charmin, Northern, Cottonelle, or White Cloud), facial tissue (Kleenex or Puffs), and hand soap (SoftSoap), with all paper products meeting EPA recycled content guidelines.

Service frequencies include daily cleaning five days per week (trash removal, restroom disinfection, supply replenishment, dust-mopping), weekly cleaning twice per week (dusting surfaces, wet-mopping tiles, vacuuming carpets, exterior sweeping), monthly cleaning (spot-cleaning walls, buffing tile floors), quarterly wax stripping and reapplication, and semi-annual deep cleaning tasks including carpet shampooing, window washing, and mildew treatment. Critical operational constraints prohibit waxing, buffing, or water on the computer floor; require dustless cleaning methods; and mandate proper waste disposal. The contract is a Firm Fixed Price structure with a 12-month base period (July 1, 2026 – June 30, 2027) and four optional 12-month renewal periods. Services are typically performed Monday through Thursday plus one weekend day between 3:00 PM and 7:00 PM, with no services required on the eleven listed federal holidays. Quarterly and semi-annual high-disruption services must be scheduled in advance with MIC approval and performed outside normal business hours without additional compensation. All contractor personnel require security background investigations per Department of Commerce regulations before site access. The MIC serves as the primary contracting officer representative with authority to inspect and accept work; any contract modifications require direct contracting officer authorization.
