About this file
This is a Statement of Work (SOW) for first article inspection and testing of eight rubber formulations for Portsmouth Naval Shipyard. The contractor must perform testing at an ISO 17025-accredited laboratory using referenced military performance specifications (MIL-PRF-15624H, MIL-PRF-19769C, MIL-PRF-32287A, and ZZ-R-768) and ASTM standards. Each of the eight formulas requires comprehensive initial property testing followed by testing after environmental aging (oven, light, low temperature, and/or liquid immersion) depending on the specific formulation requirements. Formula 1 (P-1), Formula 2 (P-3), and Formula 3 (10-D-35) require testing per MIL-PRF-15624H Class 3, including tensile strength, elongation, hardness, specific gravity, compression set, and liquid immersion properties. Formula 4 (80-C-36) requires MIL-PRF-15624H Class 1 testing with water immersion and extraction procedures. Formulas 5 and 6 (10-D-36 and P-31) require MIL-PRF-19769C testing including oil immersion and swell measurements. Formulas 7 and 8 (15-D-15 and 15-D-12) require specialized testing per MIL-PRF-32287A and ZZ-R-768, including hydraulic fluid aging, dynamic cycling, and mechanical property measurements using Yerzley oscillograph equipment.
The contract includes options for conducting up to two additional complete test cycles for each formula if formulations require modification. The contractor must provide detailed laboratory reports upon completion of testing for each formulation (CDRL A001), documenting all test results, sample remarks, and quality control issues. Portsmouth Naval Shipyard and the contractor shall coordinate on sampling requirements to ensure adequate material is provided for all testing. All testing must follow the referenced ASTM methods and military specifications precisely, including specific temperature conditions, exposure times, specimen dimensions, and deflection requirements. The work location is the contractor's ISO 17025-accredited laboratory, with scope of accreditation covering all test methods required by this SOW.
