Two deliverables are required: (1) Certificate of Compliance for Accredited Commercial Calibration Activities (CDRL A001, DI-MISC-81356A) due 15 days after contract award, and (2) ISO 17025/Z5540.0 Calibration Certificate (CDRL A002, DI-QCIC-80798C) with delivery of equipment. Documentation must include incoming and outgoing measurement data with calibration certificates; if equipment is inoperable upon receipt, the "as received" condition shall be documented as inoperable. All work must be performed at NSWC Crane, Building 3168, Room 140 (300 Hwy 361, Crane, IN 47522). All contractor personnel must be current U.S. Citizens, comply with facility security requirements including visitor pass procedures (SECNAV 5512/1), daily sign-in logs, and COVID-19 safety guidelines. Work access coordination with the Government Technical POC requires five (5) days advance notice.

STATEMENT OF WORK
EQUIPMENT CALIBRATION
01 February 2026
1.0 Scope/Background
This Statement of Work (SOW) establishes the requirements for Onsite calibration of the following:

2.0 Applicable Documents
2.1 Commercial Specifications

3.0 Requirements
For each of the Serial Numbers; PNA-X network analyzer (N5242B) SN: SG53220209, Vector network analyzer (E8362B) SN: SG43020130, PNA-X network analyzer (N5245B) SN: SG61251512, PNA-X network analyzer (N5242B) SN: US47420194, PNA-X network analyzer (N5245B) SN: SG63058012, the contractor shall perform the following calibration services and provide calibration data with calibration certification documents.
3.1 Repairs
Repairs are for calibration of the following: PNA-X network analyzer (N5242B) SN: SG53220209, Vector network analyzer (E8362B) SN: SG43020130, PNA-X network analyzer (N5245B) SN: SG61251512, PNA-X network analyzer (N5242B) SN: US47420194, PNA-X network analyzer (N5245B) SN:
SG63058012.
3.2 Calibration
The contractor shall perform calibration on each of the Serial Numbers; PNA-X network analyzer
(N5242B) SN: SG53220209, Vector network analyzer (E8362B) SN: SG43020130, PNA-X network analyzer (N5245B) SN: SG61251512, PNA-X network analyzer (N5242B) SN: US47420194, PNA-X network analyzer (N5245B) SN: SG63058012, that meets Navy MET/CAL Department requirements.
3.2.1 Certificate of Certification
The Contractor shall be the OEM of the specific equipment/model being as part of its Calibration scope of Competency and have a valid ISO 17025 or Z540.3 certificate. The Contractor shall provide the necessary equipment, facilities, resources, management, and labor by qualified personnel to perform the calibration to the
DISTRIBUTION STATEMENT A: Approved for public release; distribution is unlimited 2 manufacturer specification. The Contractor shall provide the government with copies of their third party accredited Scope of Competency and Certification in accordance with ISO 17025 or Z540.3.

3.2.2 Calibration
The Contractor shall perform calibration of equipment manufactured under this contract to verify that the equipment meets the original warranted manufacturer’s specification. The Contractor shall record all measurements of calibrated parameters required to certify the equipment will perform within the original equipment warranted by the manufacturer’s specified limits.

3.3 Documentation
The contractor shall be provide documentation describing the calibration performed on each of the Serial Numbers;

Incoming and outgoing data shall be provided with the calibration certificate. The exception being that the unit is inoperable and incoming data cannot be taken. In that case, the as received condition should be listed as inoperable on the cert.
3.4 Contractor Responsibility
The contractor shall be responsible for providing all labor and material necessary to perform the calibration.
3.5 Quality Program
The contractor shall establish and maintain a quality program in compliance with requirements of Manufacturer Specifications for the Serial Numbers; PNA-X network analyzer (N5242B) SN: SG53220209, Vector network analyzer (E8362B) SN: SG43020130, PNA-X network analyzer (N5245B) SN: SG61251512, PNA-X network analyzer (N5242B) SN: US47420194, PNA-X network analyzer (N5245B) SN: SG63058012, and meet Navy MET/CAL Department requirements.
4 DATA DELIVERABLES
Data Deliverables shall be submitted to the government in accordance with Contract Data Requirements List (CDRL). An electronic copy of each data deliverable shall be submitted with each shipment.

5.0 ADMINISTRATIVE
Vendor will comply with NSWC Crane rules and regulations for site visit, Building 3168 Security requirements and all COVID-19 safety guidelines. All work performed at NSWC Crane will be UNCLASSIFIED. All Vendor personnel must be current U.S. Citizens. The Vendor/Contractor will need to be escorted into the Restricted area and the vendor/contractor will need to sign in daily to the front lobby log at the beginning and end of the shift.
The Vendor/Contractor personnel shall provide personal identifying information in advance of any personnel that will be traveling to NSWC Crane to the lead Government POC. They must be an authorized employee of the Vendor. Employee must be a U.S Citizen with proper identification. They are required to coordinate with the Government Technical POC the dates that access will be required for any work efforts five (5) days in advance. The Government reserves the right to deny access for any request.
The visitor entry control point, onto NSWC Crane, is through the Crane gate. Entry requires presenting a visitor pass. A visitor pass shall be requested by using form SECNAV 5512/1 (APR 2014) Visitor passes may be picked up at the NSWC Crane Visitors’ Center Monday through Friday between the hours of 0600-1430. There is a 100% ID check before entry and facemasks are required due to COVID-19, NSACRANEINST 5530.1B CH-2 (February 2018).
6.0 PLACE OF PERFORMANCE
The work shall be performed at NSWC Crane, Building 3168 in Room 140 located at 300 Hwy 361, Crane, IN 47522, therefore the Contractor shall be a US citizen.
