COMBINED SYNOPSIS/SOLICITATION 70Z03824QE0000086
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
The U.S. Coast Guard (USCG or simply CG) operates Mobile Dehumidification Unit (MDU) Carts at our CG Air Stations
(CGAS) for aircraft dehumidification. CGAS employees perform maintenance and periodic inspections to include daily, weekly, monthly, semi-annual, and annual inspections.
Three (3) 300 Cubic Feet per Minute (CFM) MDU carts and two (2) 750 CFM MDU carts have been returned from two different CGAS locations as excess stock. In order to re-issue any MDU cart to another CGAS location, the MDU carts need an evaluation to ensure each is in good working order. At first look, parts were robbed from at least one MDU 300 cart to fix another cart at the previous CGAS before the MDU carts returned to the Aviation Logistics Center (ALC).
In accordance with (IAW) the Aviation Ground Support Equipment (AGSE) Process Guide (PG) 150, the ALC, Engineering Services Division (ESD), AGSE section and the Policy & Logistics Branch (PLB), have the responsibility to maintain the fleet of MDU(s) for continued service and have repair responsibilities for costs over $5k per unit to meet equipment life expectancies.
The purpose of this order to for the Contractor to perform an evaluation on each unit and to quote any repairs and/or replacement parts to return each of the MDU(s) to a fully operational condition.
1.1 Scope
Evaluate three (3) MDU-300CFM carts and two (2) MDU-750CFM carts through troubleshooting for projected repairs to return each of the MDU carts to fully operational status to meet Original Equipment Manufacturer (OEM) operating requirements. All repairs must be completed to OEM specifications and use OEM or equivalent parts.
The scope shall require the OEM to visit the ALC facility to troubleshoot and evaluate (T&E) the MDU carts, to propose an effective repair action to return the MDU(s) to full operational condition. The scope may further include the repair action(s) at the decision of the Contracting Officer (KO). Only through a contract modification granting approval by the
KO, can the OEM commence repair work on the accepted T&E discrepancies to return the MDU(s) to a fully serviceable condition.
The OEM shall furnish all inspection materials, facilities, parts, equipment, tools, and services necessary to fulfill the requirements of this Purchase Order (PO). The completion of MDU repairs are desired to be performed at ALC’s facility.
The Government may approve the OEM’s repair facility, normally used by the OEM, to perform the repairs that ALC cannot support due to facilities or other restrictive issues, but the OEM shall retain complete responsibility for all said approved repair work.
1.2 Objective
CG ALC ESD is supplementing CGAS organic maintenance inspections and repair capabilities with OEM support to return the MDU(s) to a full operational and serviceable condition to ensure the continued use of the end item’s life expectancy is obtained.
