About this file
This Statement of Work (SOW) details a requirement for a Gas Chromatography System for the Aerospace Fuels Laboratory at Cape Canaveral Space Force Station. The system must be capable of analyzing helium gas samples in accordance with CGA G-9.1 standards, with specific capabilities to simultaneously analyze trace gases including neon, hydrogen, nitrogen, argon, and oxygen at minimum reporting limits. The system must include features such as liquid nitrogen cryogenic cooling, split/splitless inlets with electronic pressure control, analytical capillary columns, and be configured for standard 120V electricity.
The associated solicitation (FA860125Q0114) is a combined synopsis/solicitation for a firm-fixed-price contract, with proposals due by 23 June 2025 at 11:30 AM ET. Submissions must be electronically sent to specified Air Force contracting personnel. The contract will be awarded to the lowest-priced offeror meeting technical requirements, with a delivery timeline of 12 weeks after award. Offerors must be registered in the System for Award Management (SAM) and submit both technical and price proposals demonstrating compliance with the detailed technical specifications outlined in the Statement of Work.

STATEMENT OF WORK
Gas Chromatography System for Trace Impurities in Helium 24 April 2025 The Aerospace Fuels Laboratory (AFPET/PTPLH) has a requirement for a Gas Chromatography System for analysis of trace contaminants in helium. This is a requirement to support the launch mission of Cape Canaveral Space Force Station.
I. SCOPE
1. The Contractor shall provide:
a. A gas chromatography system as described in the minimum technical requirements for analysis of impurities in helium gas in accordance with CGA G-9.1.
b. Installation, setup, and qualification of the provided system
c. Onsite instrument and software familiarization and operation training
d. A computer system with a monitor, keyboard, mouse, and all necessary software and licenses to operate the system and view its data
2. Due to the technical nature of the requested product, vendors must demonstrate they directly employ staff qualified to install, provide training, and troubleshoot the gas chromatograph systems.
II. MINIMUM TECHNICAL REQUIREMENTS
1. Gas chromatography system must be capable of analyzing helium gas samples in accordance with CGA G-9.1, Commodity Specification for Helium, Grade N or better
2. Must be capable of simultaneously analyzing the following gases with minimum reporting limits less than those listed in a sample of helium gas in under 30 minutes:
a. Neon, < 23 ppm (v/v)
b. Hydrogen < 1 ppm (v/v)
c. Nitrogen < 1 ppm (v/v)
d. Argon < 1 ppm (v/v)
e. Oxygen < 1 ppm (v/v)
3. Oven must include the option for liquid nitrogen cryogenic cooling
4. Inlets must both be split/splitless with electronic pressure control and gas sample loops
5. Include necessary analytical capillary columns
6. Be configured for standard 120V single phase, 60 Hz electricity Note: A copy of CGA G-9.1 may be obtained by by telephone at 212-642-4980; by e-mail at info@ansi.org; or through the ANSI website at https://webstore.ansi.org
III. DELIVERY PROCEDURES COMMERCIAL VEHICLES
1. All vehicles larger than a large pick-up truck are required to be inspected by the Cape Canaveral Space Force Station Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.
2. The inspection will be conducted at Pass and ID facility off FL-401. Hours of operation are Monday – Friday, 0800-1500
3. Vehicles to be inspected include, but are not limited to, the following:
a. Step van/panel truck
b. Tractor/trailer, box and flatbed containing cargo
c. Tanker trucks
d. Box trucks
e. Tour buses
f. Garbage/recycled waste trucks
g. Concrete trucks/mixers, dump trucks
h. Cranes, recreational vehicles, petroleum tanker
4. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.).
5. Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
IV. TERMS OF AGREEMENT
1. One (1) year agreement
