Statement of Work
For
High Performance Liquid Chromatography (HPLC) System
I. Background:
The Air Force Petroleum Agency’s Aerospace Fuels Laboratory located at Kadena Air Base is seeking to purchase one (1) High Performance Liquid Chromatography (HPLC) system to analyze aromatic compounds in motor and aviation fuels via ASTM D6379. Currently, the laboratory is utilizing ASTM D1319. This method, developed in the 1940s, presents many issues. Notably, there is a dyed gel material shortage that has been discontinued. This method is laborious and not as accurate or precise as it’s modern counterparts, like the ASTM D6379. Kadena has failed 24 ASTM Study results for Saturates, Olefins, and Aromatics since 2018. These parameters are crucial to ensuring aviation safety and compliance with environmental regulations.
II. Minimum Technical Requirements:
The following is a list of requirements for a High-Performance Liquid Chromatography (HPLC) system capable of analyzing ASTM D6379. This analytical system will be used to perform analysis for determination of aromatic hydrocarbons in diesel and jet fuels.
a. The HPLC system at a minimum shall:
i. Be able to analyze fuel samples via ASTM method D6379.
ii. Be an automated HPLC system that is capable of analyzing aromatic hydrocarbons in motor and aviation fuels using a two-column set.
iii. Be equipped with a versatile auto-sampling system capable of accepting 1 mL, 1.5 mL, or 4 mL sample vials and capable of injection volumes from 1-100 µL.
iv. Be equipped with a solvent rack and include a low-pressure gradient pump that supports high-speed and high-resolution applications as well as standard HPLC workflows. Must have settable flows of 0.001-10 mL/min. Must have at least four-solvent low-pressure gradient with integrated vacuum degasser.
v. Be equipped Refractive Index Detector capable of analyzing ASTM D6379 in aviation and motor fuels. This detector must have:
1. wavelength range 0 to 750 nm or 200 to 750 nm
2. operating temp range 4-35 C
3. four-wavelength detection, wavelength scanning
4. safety measure: Liquid-leakage sensor
vi. Include a maintenance kit with solvent filters, appropriate tubing and connectors, seals, support rings and necessary cleaning supplies.
vii. Hardware and software to perform calibration, monitor the system, solvent, and waste status, acquire data, and analyze the obtained data.
viii. Have internal record keeping and storage capability.
ix. Operate on power requirements of 110-120 V, 60 Hz.
x. Be a benchtop sized instrument with a maximum depth of 760mm inches when including all routing of the waste tubing, a maximum width of 1065 mm.
b. Be delivered to Kadena Air Base or Wright Patterson Air Force Base within 90 days of contract.
c. Be supplied with manuals (paper and electronic) for installation/setup and operation.
d. Include installation and familiarization training.
e. Instrument, hardware, software, manuals, installation, and training must be provided in the English language.
f. Include quotation for optional extended warranties.
III. Training:
Contractor shall provide a hands-on familiarization training for a minimum of two days which should include:
a. Instrument operation such as sample preparation, injection, method development, data acquisition, and software interface utilization. Preferably capabilities that satisfy ASTM D6379.
b. Troubleshooting and common preventative maintenance such as identification and resolution of common issues or errors that may arise during operation.
c. Optimization techniques to enhance analysis efficiency, sensitivity, and accuracy.
d. Safety protocols such as safety precautions specific to the HPLC system.
e. Quality Assurance practices such as instructions on implementing quality control measures, calibration procedures, and documentation protocols.
IV. Installation:
Contractor shall provide on-site installation and should
a. Coordinate delivery and handling with the POCs listed below.
b. Coordinate entry onto a military-installation with the POCs listed below.
i. Must be a US citizen or Japanese resident to enter Kadena Air Base.
c. Bring own tools and parts to perform installation.
d. Unpacking and inspection of delivered components to verify completeness
e. Assemble and install components, subsystems, and accessories to construct the fully functional HPLC.
f. Install software and terminal needed to operate instrument and perform analysis such as data acquisition.
g. Perform initial calibration and verification of instrument’s precision and accuracy.
V. Maintenance/Service:
Contractor shall provide annual preventative maintenance/service of the HPLC system to ensure optimal performance, reliability, and longevity. The maintenance/service should include:
a. Inspection of all critical components to identify signs of wear, degradation, and malfunction.
b. Calibration and alignment of instrument parameters and setting to maintain accuracy and consistency in analytical results.
c. Cleaning and lubrication of moving parts to prevent contamination, blockages, or deterioration of performance.
d. Replacement of consumable parts as per the manufacturers recommendation or observed wear.
e. Verification of instrument functionality and performance through tests, system checks and calibration procedures.
f. Support in the form of email or hotline to assess instrument performance and troubleshoot minor issues.
