STATEMENT OF WORK (SOW)
DEPARTMENT OF THE AIR FORCE
AIR FORCE GLOBAL COLLEGE (AFGC) / CIVILIAN LEADERSHIP DEVELOPMENT SCHOOL (CLDS)
MAXWELL AIR FORCE BASE, ALABAMA
Project Title: Articulate 360 AI Software Licenses PR / Form 9 Number: F2XHD66215AW01 Requiring Activity: AFGC/CLDS Date: September 2, 2026
1.0 PROJECT TITLE & OBJECTIVE
The objective of this effort is to acquire two (2) annually recurring, brand-name software licenses for Articulate 360 AI software. These licenses will support the Instructional Systems Design (ISD) team at the Civilian Leadership Development School (CLDS), a component of the Air Force Global College (AFGC) located at Maxwell AFB, Alabama, in developing high-quality, interactive, and compliant eLearning courseware.
2.0 BACKGROUND AND AGENCY NEED
The CLDS ISD team is tasked with creating robust, interactive, and modern civilian leadership training. Currently, the team requires an industry-standard authoring tool to build responsive courses that seamlessly integrate with Government-approved Learning Management Systems (LMS).
Adopting the Articulate 360 AI software suite ensures that CLDS training remains effective, interactive, and optimized for student throughput. It will allow the team to develop, update, and republish course content rapidly as civilian leadership development policies, regulations, and procedures evolve.
3.0 SCOPE OF WORK
The Contractor shall deliver two (2) individual, annual, brand-name user licenses for Articulate 360 AI software. The scope includes full access to the complete suite of applications, cloud-based services, collaborative review tools, artificial intelligence (AI) features, and asset libraries bundled under the Articulate 360 AI subscription package.
4.0 SALIENT CHARACTERISTICS / PERFORMANCE REQUIREMENTS
The requested software licenses must meet the following mandatory specifications and capability requirements:
· Integrated Application Bundle: The software must be a unified, fully incorporated suite of applications, specifically including:
· Articulate Storyline: For building highly customized, slide-based interactive courses.
· Articulate Rise: For rapidly creating lightweight, fully responsive, web-based courses.
· Team Review Tool: A built-in collaborative tool for stakeholders and SMEs to provide feedback.
· Content Library: Built-in access to royalty-free templates, characters, and media assets.
· Articulate AI Features: Native AI integration to streamline content generation and courseware design directly within the environment without requiring separate add-on subscriptions.
· LMS Compatibility & Packaging: The software must be capable of exporting and packaging courseware that is fully compliant with industry-standard SCORM 1.2, SCORM 2004, and xAPI (Tin Can) specifications. This packaging must allow customized course assessments to seamlessly communicate student scores, completion data, and interactive metrics directly back to Government-approved LMS platforms.
· eLearning Interactive Capabilities: The platform must natively support the generation of interactive course elements, including branching scenarios, software simulations, drag-and-drop activities, multimedia learning, and knowledge-check assessments.
· Section 508 & Responsive Design: The software must ensure output courseware is fully Section 508 compliant and completely responsive, adjusting dynamically across desktops, tablets, and mobile devices.
· Maintenance of Content: The software must allow the ISD team to rapidly modify, update, and republish existing course files without needing to rebuild course architecture from scratch.
