About this file
This Statement of Work (SOW) details cable television programming services for Commander, Navy Region Southwest (CNRSW) Appropriated Funds Activity, seeking a multi-year, Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The services will cover approximately 787 cable television drops across 10 Navy installations in California and Nevada, including Naval Base San Diego, Naval Base Coronado, Naval Air Station Lemoore, and others. The contractor must provide a multi-tier programming lineup for different Navy environments (offices, lounges, and pier drops), with channel offerings ranging from basic news and local broadcast channels to sports, entertainment, and premium channels.
The SOW requires the contractor to provide all necessary technology and infrastructure, including satellite dishes, head-ends, fiber-optic cabling, and network components, at no additional cost to the government. Technical requirements include delivering television signals to pier connection terminals with specific signal strength specifications, using inside plant cabling within buildings, and potentially upgrading interior cable wiring. The service must comply with federal, state, and FCC regulations, and also includes a minimum requirement for broadband internet service. The contractor will be responsible for installation, maintenance, and operation of a fully code-compliant service infrastructure.

STATEMENT OF WORK
1. Project Title: Commander, Navy Region Southwest (CNRSW) Appropriated Funds Activity Cable Television
2. Description of Requirement: Commander, Navy Region Southwest (hereinafter referred to as CNRSW) Appropriated Funds Activity (APF) is seeking a commercial source capable of providing multi-year, Indefinite Delivery/Indefinite Quantity (IDIQ) television programming services to the Navy community within the CNRSW area of responsibility. All services will be provided to a range of customers, from office environments with limited channel requirements, to lounges and piers for docked Navy ships seeking state-of-the-art television & on-demand services. The office spaces require a limited channel lineup of news & information programming, whereas the common areas/lounges and Pier side connections require more robust programming. There are approximately 787 drops for the APF community. Locations to be serviced include all Navy installations in California as follows: Naval Base San Diego (NBSD), Naval Base Point Loma (NBPL), Naval Base Coronado (NBC), Naval Air Facility El Centro (NAFEC), Naval Air Weapons Station China Lake (NAWSCL), Naval Weapons Station Seal Beach (NWSSB), Naval Base Ventura County (NBVC), Naval Air Station Lemoore (NASL) and Naval Support Activity Monterey (NSAM); in Nevada, services are required in Naval Air Station Fallon (NASF).
3. Assumptions:
a. The quality of services will be comparable to commercial services available to the public in surrounding communities. Some locations may seek Broadband Internet capabilities in addition to television services.
b. Broad categories of programming such as 24-hour News & Information, Weather, Sports, Children's programming, Public Broadcast Service, and Major Network (Example of the channel line-up. including. but not limited to: CNN. History Channel, USA Network, CMT, MTV TBS, TNT, ESPN, ESPN2, Golf Channel. Fox Sports Network, ESPNU.HBO
c. The contractor will provide the technical, engineering, logistical, installation, maintenance, and support services that are required to provide delivery of television services, whether via traditional Cable Television (CATV) services, satellite solutions, or other emerging technologies. Services can be provided via any medium (e.g. coaxial cable, fiber, DBS, wireless, etc.), depending on the contractor's best technical solution for satisfying the requirements.
d. Provide an agreed-upon multiple-tier lineup of commercial programming services that are to service the following:
i. APF Offices: a minimum basic tier of TV services for APF subscribers including major national news channels, local broadcast TV channels, public access channels, educational access channels and the Pentagon channel
ii. APF Lounges: in addition to reference (1), additional sports and entertainment offerings.
iii. APF Pier drops: in addition to references (1) and (2), additional variety programming and up to two
(2) premium channel selections.
e. Provide all required technology and infrastructure to deliver the aforementioned channel lineup(s) to the required locations. This includes all contractor-owned assets such as satellite dish units, head-ends, fiber-optic cabling, active network components, and any other components as required, at no additional cost to the government. All equipment installed by the contractor will be for the exclusive use of the contractor.
f. Install, maintain and operate a fully code-compliant, reliable service infrastructure, not separately priced. Comply with all applicable federal, state, FCC and Regional guidelines, standards and regulations.
g. Broadband Internet: Provide all infrastructures necessary for provisioning of Broadband Internet service to prospective customers. Service can be provided to customer locations using additional Cable Modem or other delivery device over existing ISP, primarily coaxial cable wiring. Broadband Internet Service will be the minimum requirement for this proposal.
h. Provide television service to all Piers with cable television (CATV) connection terminals. Signals out of the connection terminals will be at a signal level with proper equalization capable of successfully delivering the bandwidth to a ship's internal amplifier at a level of no less than O dBmV per channel, over an RG 11 cable distance of 500', or over a distance of 250' of RG6 cable. This is equivalent to delivering +20 dBmV out of the taps but delivering a fairly flat response to the ship side launch amplifier.
i. Use all Inside Plant (ISP) cabling, defined by FCC regulations as fifteen (15) inches from outside the building inward and throughout the buildings, to deliver service for all Navy buildings identified. The contractor may be required to replace or upgrade interior cable wiring as needed to provide service in accordance with the technical requirements.
j. Deliver all services to the customer premise via a standard TV connector, except in the case of piers where services will be delivered to the pier infrastructure for ship connection.
