Statement of Work:

Contractor shall furnish all labor, materials, and supplies to perform the following work for U. S. Department of Agriculture, Agricultural Research Service, Coastal Plains Soil, Water, and Plant Research Center (CPSWPRC), 2611 West Lucas Street, Florence, SC 29501.

All work shall be completed in accordance with all local, state, and federal codes and regulations. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.

Contractor is responsible for inspecting the site and for determining the exact dimensions of the project.

Contractor shall obtain at own expense all permits, licenses, and inspections required by all local, state, and federal authorities. Contractor shall submit written specifications for all materials and supplies to be used and included in the bid.

Contractor’s working hours shall be scheduled to coincide with the normal working hours (8am-5pm) at the site. Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Location Monitor (LM) at the site at least three days prior to the need.

Contractor shall notify and schedule utility outages at least 24 hours in advance.

During work, contractor shall maintain a safe work area around the site of repair and clearly mark danger areas with cones and safety tape. All unused and demolition materials shall be removed from the site by the contractor and shall not be placed in the owner’s disposal areas. The contractor will be responsible for replacing at their cost any property damaged at the site during the construction process.

Benchtop replacement:

Contractor shall provide and install new solid hardwood casework, countertops, sink and drying rack along the SE and NW walls of the lab. The new casework shall be the same nominal dimensions and storage configurations as the existing casework (Figure 1 & 2). The new countertops and backsplash shall match the dimensions of the existing countertops and be of 1” thick epoxy resin construction. The existing benchtop on the SE wall is approximately 200” in length and 30” wide. The existing benchtop on the NW wall is approximately 272” in length and 30” wide. All casework shall be standing height or ~35”. The existing back splash is approximately 4” in height. The new drying rack shall be 60” wide and 36” in height positioned directly over the sink. The sink shall be constructed of epoxy resin and approximately 24” x 16” with a depth of 8”. The sink shall be mounted under the countertop surface. The countertop for the sink shall have drain grooves on both sides. The new countertops shall be installed to create a solid, level surface for the entire length of the work along each wall. All seams/joints shall be filled flush to the counter with an epoxy sealant to create a liquid proof, chemical resistant surface.

Contractor shall provide 3 single faucets for hot and cold water supplies and a distilled water faucet at the sink. The contractor shall provide 8 countertop electrical receptacle fixtures mounted on the countertop as shown in Figures 1 & 2. Contractor shall install/mount all faucets and electrical fixtures in the countertop, but the utility connection shall be completed by the owner.

Contractor shall provide and install rubber base molding along the perimeter of the new casework. Contractor shall provide casework color/stain samples to owner for selection.

The owner shall disconnect all utilities (electrical, plumbing) and appliances in the benchtop and all demolition of the old casework and countertops prior to the start of this installation.

Inspections and Completion:

1. Upon completion of the project, contractor shall ensure proper performance and shall demonstrate the required performance to the LM and/or other owner representatives.

2. Contractor shall remove all excess materials, debris, and equipment from the site.

3. Upon completion of all project requirements and inspections, the LM shall approve payment.

Site Visit:

Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. Utilization of Bio-Based Products:

As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C. 8102(c) (3)), the Offeror certifies, by signing this offer, that bio-based products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 3201, subpart B) to be used or delivered in the performance of the contract, other than bio-based products that are not purchased by the Offeror as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.

The contractor shall utilize products and material based from bio-based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. Recycling:

Contractor shall make best effort to recycle any construction debris created during the contract.

Safety:

The contractor will follow all Federal and State safety mandates to protect their employees and those of the Government.

Detailed Bid:

Contractor shall provide a detailed itemized bid which includes all materials, labor, and equipment in order to fully and successfully complete the Statement of Work described in this document.

Contractor Responsibility:

1. Contractor will verify all dimensions and existing site conditions prior to beginning work.

2. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.

3. Contractor is required to manage the project and consult with the Government prior to beginning all work phases and to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

4. Contractor shall remove and dispose of all construction related materials from the work area on a daily basis and remove these waste materials from the site at the end of the project.

5. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

6. Contractor must provide supervision of all work related to this project.

Material / Submittals:

The material for the entire work shall be as specified above. Submittals on all material, including shop drawings and specifications, used on this project shall be submitted to the Contracting Officer as noted in this document.

Installation Procedure:

Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work within working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall be responsible for protecting his work at all times and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.

Damage to Property:

Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government at contractor’s own expense.

Inspection and Acceptance:

A government representative shall inspect and approve the work performed on this project. The Contractor shall coordinate final inspection with the Location Monitor.

Project Schedule:

The completion of this project shall not exceed 30 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.

Work Hours:

Contractor work hours shall be Monday through Friday, eight (8) A.M. to five (5) P.M. with the exception of Government holidays.

Site Access During Covid-19 Recovery:

Contractor shall follow all Covid federal and local protocols at the site.
